About the Role
HanmiGlobal MENA seeks a Senior Commercial Manager to lead the commercial management framework for a mega land and infrastructure development program in Riyadh. The role involves contract governance, claims resolution, commercial risk mitigation, and stakeholder coordination.

Responsibilities
- Develop and maintain the program wide Commercial Management Framework, including commercial procedures, governance processes, reporting requirements, and contractual standards
- Oversee contract administration activities across all project packages, ensuring compliance with contract provisions, commercial obligations, procurement strategies, and applicable regulations
- Provide commercial and contractual advice to PMCM Management and the Client
- Lead the commercial assessment of variations, compensation events, design changes, scope modifications, and contractual claims
- Coordinate dispute resolution activities with legal advisors where required
- Identify, assess, and monitor commercial risks, working with the Risk Manager to implement mitigation strategies
- Oversee payment certification processes, commercial performance, cost commitments, valuations, forecasts, and financial exposures
- Prepare commercial reports, executive dashboards, management presentations, and strategic recommendations
- Lead commercial review meetings, workshops, and stakeholder coordination sessions
Requirements
- Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or related discipline
- Chartered Professional membership or equivalent professional accreditation
- Minimum fifteen (15) years of professional experience in commercial management, contract administration, claims management, infrastructure delivery, urban development, or major capital projects
- Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client side organizations, preferably on large scale land development and infrastructure projects in Saudi Arabia or the GCC

Job Purpose
- Drive the program wide commercial management framework and contract governance for a mega multi work package land and infrastructure development program in Riyadh
- Provide program level leadership, governance, coordination, and rigorous commercial oversight for all contract administration activities
Key Responsibilities
- Develop and maintain the program wide Commercial Management Framework
- Oversee contract administration activities across all project packages
- Provide commercial and contractual advice to PMCM Management and the Client
- Lead the commercial assessment of variations, compensation events, design changes, scope modifications, and contractual claims
- Evaluate entitlement, valuation, and commercial impacts of proposed changes
- Coordinate dispute resolution activities with legal advisors where required
- Identify, assess, and monitor commercial risks
- Oversee payment certification processes, commercial performance, cost commitments, valuations, forecasts, and financial exposures
- Prepare commercial reports, executive dashboards, management presentations, and strategic recommendations

Qualifications & Experience
- Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related discipline
