Responsibilities
- Monitor implementation of Quality and HSSE Management System for the Project
- Conduct detailed audits to assess compliance with QA and HSSE systems
- Interact with Client, Project Management Team, and stakeholders to report on site activities and performance trends
- Establish and implement QA/QC procedures for the project
- Monitor contractors and LDC supervision teams to ensure quality procedures are followed
- Conduct audits of contractors' QA/QC systems quarterly
- Issue Non Conformance Reports and follow up on corrective actions
- Develop project wide HSSE strategy including safety incentive plan
- Ensure contractors' HSSE programs and CEMPs are in place and approved
- Develop HSSE KPIs and review periodically
- Implement PMC’s HSSE program to promote safety culture
- Manage and oversee LDC in HSSE data management and reporting
Requirements
- Bachelor’s Degree in Engineering, Construction, or equivalent
- Minimum 20 years of experience, with 5 years in a similar role in a PMC organization
- Certified Lead Auditor
- Strong knowledge of ISO systems and construction quality and HSE procedures
- Minimum 5 years’ experience in Construction of Infrastructure and Marine projects
- Good command of English language with good writing skills
- Experience in preparation of logistics plans for large scale projects
- Experience in preparing reports

Role Overview
- The Senior Assurance Manager is responsible for leading and overseeing Quality Assurance, Quality Control, Health, Safety, Security, and Environmental (HSSE) functions across the project.
- The role ensures compliance with client requirements, regulatory standards, and industry best practices through effective governance, audits, risk management, performance monitoring, and continuous improvement initiatives.
Key Responsibilities
- Monitor implementation of Quality and HSSE Management System for the Project in compliance with Client Requirements, Hill Corporate policies, International Standards, and Industry best practices.
- Periodically conduct detailed audits to assess compliance with QA and HSSE systems, procedures, and related activities.
- Regularly interact with Client, Project Management Team, and Project Stakeholders’ Quality Representatives to assess and report on site activities, Quality and HSSE issues and observed performance trends.
- Provide input to Client on project performance metrics and processes/system improvements.
- Establish and implement QA/QC procedures for the project in conjunction with LDC and Other Consultants.
- Ensure LDC implements a computerized inspection and test management system.
- Monitor activities of Contractors and LDC supervision teams to ensure quality procedures are followed.
- Conduct audits of Contractors and LDC QA/QC systems at least once per quarter.
- Carry out observations of Quality and ensure NCRs are issued and corrective actions followed up.
- Ensure Contractors implement their own Quality management systems aligned with LDC procedures.
- Make proposals to Client for correcting non compliant work and supervise corrective actions.
- Ensure LDC issues monthly Project Quality Reports.
Qualifications
- Bachelor’s Degree in Engineering, Construction, or equivalent.
- Minimum 20 years of experience, and 5 years in a similar role in PMC organization.
- Certified Lead Auditor.
- Strong knowledge of ISO systems and construction quality and HSE procedures.
- Minimum 5 years’ experience in Construction of Infrastructure and Marine projects.
- Good command of English language with good writing skills.
- Experience in preparation of logistics plans for large scale projects and experience in preparing reports.
- Excellent command of written and spoken English.
