- Oversee curriculum design, course content development, and the selection of instructors and subject matter experts
- Identify critical skill gaps and introduce innovative training programs in economics, finance, technology, and public policy
- Ensure all learning initiatives meet quality standards and incorporate modern adult learning methodologies
- Manage the planning, scheduling, logistics, and delivery of workshops, seminars, conferences, and online training programs
- Monitor and evaluate program effectiveness through assessments, participant feedback, and impact measurement tools
- Drive continuous improvement in training materials, delivery methods, and instructional practices
- Establish and strengthen partnerships with regional and international training and learning institutions
- Lead, mentor, coach, and supervise the Training & Capacity Building team
- Represent the Institute at regional and international conferences, professional forums, and training networks
Requirements
- Minimum 15 years of experience in training management, capacity building, learning and development, or related fields
- PhD in Economics, Finance, or a related discipline from a reputable academic institution
- Strong expertise in curriculum development, adult learning methodologies, and training program design and evaluation
- Proven experience within economic, financial, public sector, international, or multilateral organizations is highly preferred
- Demonstrated experience managing training institutes, learning portfolios, instructors, and large scale capacity building programs

Job Purpose
- The Section Manager, Training and Capacity Building Institute is responsible for leading the design, delivery, and evaluation of training programs and capacity building initiatives for AMF member states.
- The role oversees curriculum development, instructor coordination, program scheduling, and quality assurance to ensure high impact learning solutions aligned with the Fund’s strategic priorities.
- The Section Manager also manages stakeholder relations, enhances institutional knowledge offerings, and supports continuous improvement of the Institute’s programs and services.
Roles & Responsibilities
- Develop and implement training plans and learning programs aligned with organizational objectives and member state priorities.
- Oversee curriculum design, course content development, and the selection of instructors and subject matter experts.
- Identify critical skill gaps and introduce innovative training programs in economics, finance, technology, and public policy.
- Ensure all learning initiatives meet quality standards and incorporate modern adult learning methodologies.
- Manage the planning, scheduling, logistics, and delivery of workshops, seminars, conferences, and online training programs.
- Monitor and evaluate program effectiveness through assessments, participant feedback, and impact measurement tools.
- Maintain consistency, accuracy, and high quality standards across all training and learning offerings.
- Drive continuous improvement in training materials, delivery methods, and instructional practices.
- Support knowledge sharing initiatives through research based learning, case studies, and best practice exchanges.
- Establish and strengthen partnerships with regional and international training and learning institutions.
- Promote innovation in learning delivery through e learning, blended learning, and digital learning solutions.
- Ensure compliance with internal policies, procedures, and documentation requirements.
Qualifications & Requirements
- Minimum 15 years of experience in training management, capacity building, learning and development, or related fields.
- Proven experience within economic, financial, public sector, international, or multilateral organizations is highly preferred.
- Strong expertise in curriculum development, adult learning methodologies, and training program design and evaluation.
- Sound understanding of regional capacity building priorities, economic policy issues, and emerging institutional learning trends.
- Demonstrated experience managing training institutes, learning portfolios, instructors, and large scale capacity building programs.
- Proven ability to assess learning needs, measure training impact, and drive continuous improvement initiatives.
- PhD in Economics, Finance, or a related discipline from a reputable academic institution.
- Preferred Professional Certifications: Chartered Institute of Personnel and Development (CIPD), Association for Talent Development (ATD) Certification, Certified Training Manager (CTM), Instructional Design Certification, or equivalent.
