SECTION 3 COMPLIANCE COORDINATOR - OAHU (Regular Full Time)

JOB OVERVIEW: The Section 3 Compliance Coordinator is responsible for ensuring full compliance with HUD Section 3 (24 CFR Part 75), Equal Employment Opportunity requirements, and federal labor standards on HUD-funded construction projects.

This role coordinates workforce development, tracks labor hours, and ensures that hiring, training, and contracting activities meet required benchmarks for Section 3 workers and businesses.

The position plays a critical role in advancing economic opportunities for low- and very low-income residents in accordance with HUD regulations and project-specific Section 3 plans.

• Implement and monitor compliance with Section 3 requirements, including achieving labor hour benchmarks for Section 3 and Targeted Section 3 workers, while prioritizing hiring of public housing residents, Section 8 participants, YouthBuild participants, and other low-income individuals.
• Oversee contractor and subcontractor compliance by ensuring required Section 3 provisions are included in all contracts, verifying documentation of hiring efforts, and monitoring workforce participation across all project phases.
