Role Overview

The Safety Officer provides HSE technical services and oversight for major onshore and offshore projects in Qatar.

The role focuses on contractor compliance, project safety monitoring, risk reduction, and incident management.

Project HSE Responsibilities

  • Monitor onshore and offshore project activities through daily and weekly HSE inspections.
  • Ensure work follows approved JSA/JHA, risk assessments, method statements, and permit-to-work systems.
  • Identify hazards and implement risk reduction measures across all contract phases.
  • Provide technical health and safety services during the EPIC stage.
  • Monitor compliance with fire safety, life safety, emergency response, security, lighting, and communication requirements.

Compliance and Documentation

  • Review contractor method statements, JSAs, safety certifications, lifting plans, and other HSE documents.
  • Monitor legal, regulatory, national, and applicable international HSE requirements.
  • Support HSE performance monitoring, objectives, initiatives, procedures, standards, and policies.
  • Maintain the project HSE risk register and monitor risk close-out.
  • Review contractor HSE plans, procedures, personnel CVs, and competence assessments.

Incidents, Meetings and Audits

  • Investigate project incidents and oversee preventive and corrective action close-out.
  • Conduct site safety meetings and HSE awareness activities for project staff and contractors.
  • Conduct project safety audits and follow up on corrective actions.

Experience and Qualifications

  • At least 12 years of project or operational safety experience is required.
  • Experience must include onshore or offshore oil and gas, petrochemical, fabrication yard, platform, barge, or offshore construction projects.
  • An HNC, B.Sc., or equivalent engineering qualification is required.
  • NEBOSH or equivalent safety training, or a higher safety diploma, is required.

Knowledge and Skills

  • Thorough knowledge of safety, health, environmental regulations, standards, procedures, and compliance is required.
  • In-depth experience with company and contractor HSE management systems is required.
  • Excellent communication and PC skills, including MS Office, are required.

Preferred Qualifications

  • Arabian Gulf experience is desirable.
  • Associate membership of a recognized safety institution is preferred.
  • TBOSIET, H2S, PTW, JSA, incident investigation, ISO 45001, and lead auditor training are desirable.

Compensation

  • Day rate in QAR plus allowance.

Work Schedule and Duration

  • The work schedule is 8 hours per day, 5 days per week.
  • The assignment duration is 2 years and is renewable.

Location

  • The role is based in Qatar and involves onshore and offshore project sites.
