Responsibilities
- Lead the implementation and maintenance of the Integrated Management System (IMS) for road and highway projects
- Ensure full compliance with ISO 9001, contractual specifications, employer's requirements, and relevant authority standards
- Act as the Quality Management Representative for site operations
- Oversee QA/QC activities for road works including earthworks, asphalt, drainage, utilities, and road furniture
- Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented
- Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements
- Plan and conduct internal audits, vendor audits, and support external/client/authority audits
- Lead non conformance management, root cause analysis (RCA), and corrective/preventive action implementation
- Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives
- Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams
- Act as the primary point of contact for quality matters with clients, consultants, contractors, and authorities
- Deliver quality training and mentoring to project and site teams on quality standards and best practices
Requirements
- Bachelor's Degree in Civil Engineering, Quality Management, or a related discipline
- ISO 9001 Lead Auditor certification (preferred)
- 15+ years of quality management experience within road, highway, or infrastructure projects
- Proven experience managing site based quality operations on large scale road or transportation projects
- Strong consultancy and client facing background, preferably within engineering consultancy environments
- Experience working with UAE or regional road authority standards is an advantage
- In depth knowledge of Quality Management Systems (QMS / IMS), ISO standards, and construction quality practices
- Strong leadership, communication, and stakeholder management skills
- Proficiency in quality tools such as RCA, FMEA, audits, and continuous improvement techniques

Overview
- We are seeking an experienced Quality Manager with a strong background in site operations and consultancy services to lead quality assurance initiatives across multidisciplinary projects.
- This role will ensure compliance with regulatory standards, drive continuous improvement, and support project delivery excellence both on site and in client facing environments.
Quality Leadership & IMS
- Lead the implementation and maintenance of the Integrated Management System (IMS) for road and highway projects.
- Ensure full compliance with ISO 9001, contractual specifications, employer's requirements, and relevant authority standards.
- Act as the Quality Management Representative for site operations.
Site Quality Management – Roads
- Oversee QA/QC activities for road works, including: Earthworks, subgrade, and embankments; Asphalt and pavement works (flexible & rigid pavements); Drainage, utilities, and road corridors; Road furniture, signage, and traffic management systems.
- Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented.
- Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.
Audits, Compliance & Improvement
- Plan and conduct internal audits, vendor audits, and support external/client/authority audits.
- Lead non conformance management, root cause analysis (RCA), and corrective/preventive action implementation.
- Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.
Stakeholder & Client Engagement
- Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams.
- Act as the primary point of contact for quality matters with: Clients and consultants; Contractors and suppliers; Authorities and regulatory bodies (e.g., RTA, ADM, DMT, MoEI – as applicable).
- Provide quality consultancy and advisory services to clients on road project quality systems and compliance.
Training & Capability Building
- Deliver quality training and mentoring to project and site teams on: Quality standards and procedures; Road construction quality best practices; Quality tools (RCA, FMEA, Six Sigma concepts).
- Promote a proactive quality culture across project teams and contractors.
About You
