Reporting to the Director of Preconstruction, the Proposal Manager oversees the preparation, organization, and submission of complex EPC (Engineering, Procurement, and Construction) proposals for high-voltage distribution, substation, renewable, and utility electrical projects. This role provides advanced coordination across preconstruction functions and supports division-specific proposal efforts from RFP to release through to handover or archival. The Proposal Manager mentors proposal team members, enforces process standards, and contributes to continuous improvement initiatives that enhance proposal quality, compliance, and efficiency.

As a condition of employment, candidates will be required to complete pre-employment screening including professional reference checks and a criminal record check.
Post-secondary education in Business Administration, Communications, Construction Management, English, or a related field.
Minimum 4–6 years of experience in proposal coordination or project administration, ideally within electrical utility, EPC, or construction industries.
Demonstrated ability to lead complex proposal efforts and coordinate multi-stakeholder inputs.
Prior experience in a lead or informal supervisory role is strongly preferred.
Proficient with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
Skilled in SharePoint administration and organization.
Experience with CRM platforms and proposal tracking tools.
Comfortable editing and formatting documents for clarity, consistency, and impact.
Exceptional organizational and time management skills, with the ability to balance competing priorities under pressure.
Clear and professional verbal and written communication skills.
Team-oriented with a proactive and supportive leadership approach.
Detail-focused with a commitment to high-quality output and continuous improvement.
