As we continue to grow our portfolio, we are seeking an experienced and driven Project Manager to join our Projects Department and lead the end-to-end delivery of high-value real estate developments.

Role Overview

The Project Manager will be responsible for the full lifecycle delivery of real estate development projects — from feasibility and design coordination through construction, authority approvals, and final client handover.

This is a senior role within the Projects Department, requiring strong leadership, technical acumen, and deep familiarity with Dubai's regulatory landscape including Trakhees, Nakheel, and Dubai Municipality.

The successful candidate will be PMP® certified and proficient in enterprise project management platforms such as Primavera P6, PM Web, or equivalent tools, and will drive project performance through disciplined planning, reporting, and stakeholder management.

1. Strategic Project Planning & Execution

  • Develop, own, and maintain comprehensive project execution plans including scope, schedule, budget, risk register, and resource plans.
  • Lead project kick-off, milestone reviews, and close-out processes in alignment with Pantheon's project delivery framework.
  • Coordinate across design, construction, procurement, and authority approval workstreams to ensure seamless project execution.
  • Drive schedule performance using Primavera P6 or equivalent CPM scheduling tools, maintaining a live, resource-loaded baseline programme.
  • Establish and monitor project KPIs, ensuring early identification of deviations and implementation of corrective actions.

2. Procurement & Contract Management

  • Oversee the full procurement cycle including pre-qualification, tendering, bid evaluation, contract award, and ongoing contract administration.
  • Negotiate and administer contracts with contractors, consultants, and suppliers, ensuring value for money and contractual compliance.
  • Manage variation orders, claims, and EOT (Extension of Time) processes in accordance with FIDIC or applicable contract forms.
  • Maintain a robust supplier and vendor database, fostering strategic relationships to ensure supply chain reliability and quality.

3. Authority Approvals & Regulatory Compliance

  • Lead and manage all regulatory approval processes with Dubai Municipality, Trakhees, Nakheel, and other relevant authorities.
  • Ensure that all project activities, designs, and submissions comply with UAE construction regulations, local authority requirements, and approved master plans.
  • Track authority approval timelines proactively and escalate potential delays to maintain overall programme alignment.
  • Stay abreast of evolving regulatory requirements and communicate relevant changes to the project team and stakeholders.

4. Quality Assurance & Site Management

  • Implement and enforce a robust Quality Management Plan in line with project specifications, IFC drawings, and authority requirements.
  • Conduct structured site inspections and quality audits; review NCRs (Non-Conformance Reports) and drive timely resolution.
  • Ensure all construction activities comply with approved safety plans, HSE regulations, and Dubai Municipality standards.
  • Coordinate with the design team and contractors to resolve RFIs, technical queries, and design discrepancies efficiently.

5. Project Monitoring, Controls & Reporting

  • Utilise PM Web, Primavera P6, or equivalent PMIS tools to manage project data, track progress, and generate actionable reports.
  • Maintain a live project dashboard including cost reports, schedule updates, risk logs, and change management registers.
  • Prepare and present monthly project progress reports, executive dashboards, and board-level summaries for senior management review.
  • Monitor budget performance (planned vs. actual vs. forecast), identify cost variances, and implement corrective financial controls.
  • Manage the change control process ensuring all scope changes are assessed, approved, and documented prior to implementation.

6. Contractor, Consultant & Stakeholder Management

  • Act as the primary interface between Pantheon and all external parties including contractors, design consultants, PMC firms, and regulatory authorities.
  • Facilitate regular project meetings, technical workshops, and progress reviews; document and follow up on all action items.
  • Manage multi-disciplinary teams across MEP, civil, structural, and finishing trades, ensuring integrated delivery.
  • Resolve technical, contractual, and operational disputes efficiently to minimise impact on project schedule and cost.

7. Risk Management

  • Develop and maintain a comprehensive Risk Register, proactively identifying, assessing, and mitigating project risks.
  • Implement contingency plans for high-probability and high-impact risks to protect project outcomes.
  • Ensure lessons learned are documented and fed back into future project planning processes.

8. Project Handover & Closeout

  • Lead the end-to-end handover process including snagging, commissioning, authority final inspections, and occupancy certificate (OC) procurement.
  • Ensure all as-built drawings, O&M manuals, warranties, and compliance certificates are compiled and handed over to the client or asset management team.
  • Prepare and submit all documentation required for project financial closeout and final account settlement.
  • Conduct post-project reviews and prepare lessons-learned reports to continuously improve delivery standards.

Required Skills & Experience

  • Minimum 5–8 years of progressive project management experience, with at least 4 years in a real estate development role based in Dubai.
  • PMP® Certification (Project Management Professional) is mandatory — candidates without this certification will not be considered.
  • Demonstrated hands-on experience with Primavera P6, PM Web, or similar enterprise PMIS/scheduling tools for planning, tracking, and reporting.
  • Proven track record of obtaining project approvals and managing compliance with Trakhees, Nakheel, Dubai Municipality, and other Dubai-based authorities.
  • In-depth knowledge of the UAE construction regulatory environment, including building codes, permit processes, and authority submission requirements.
  • Strong commercial acumen with experience in contract administration (FIDIC preferred), cost management, and procurement.
  • Proficiency in developing and maintaining CPM schedules, resource loading, and earned value analysis.
  • Ability to manage multiple simultaneous workstreams and stakeholders across complex, high-value developments.
  • Excellent communication skills — both written and verbal — with the ability to produce clear, concise executive-level reports.
  • Previous experience within a developer organization (as opposed to contractor or consultancy side) is essential.

Preferred Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related discipline.
  • Master's degree or MBA with a focus on project management, construction management, or real estate development is advantageous.
  • Familiarity with BIM (Building Information Modelling) workflows and their integration into project delivery.
  • Knowledge of RERA regulations, RICS guidelines, or other UAE real estate governance frameworks.
  • Experience with sustainable construction practices and green building standards (e.g., Estidama, LEED) is a plus.
  • Exposure to mixed-use, high-rise residential, or luxury development projects within Dubai is highly desirable.
