Pantheon is seeking a seasoned, commercially astute Procurement Officer with 8–10 years of hands-on sourcing experience to own our end-to-end procurement function, based out of Dubai, UAE.
You are someone who has been there — run RFQs, negotiated hard on commercials, built supplier catalogues from scratch, and delivered real savings numbers.
You will govern the full procurement cycle across Admin, IT, Marketing, Direct, and Project categories, ensuring every AED spent is justified, every vendor is evaluated, and every PO is issued within approved authority limits.
Experience in real estate or asset-heavy industries and exposure to procurement transformation will set you apart.

Key Responsibilities
- Manage the end-to-end RFQ and RFP process — evaluating vendor submissions, preparing cost and capability comparison matrices, and presenting sourcing recommendations.
- Issue Purchase Orders strictly following vendor evaluation completion and in full adherence to the Procurement Approval Delegation of Authority (DOA).
- Negotiate payment terms, SLAs, and commercial clauses with vendors to secure favourable and enforceable agreements.
- Create, manage, and continuously update the Supplier Catalogue — tracking vendor tiers, categories, rates, performance history, and compliance status.
- Drive and document procurement savings against baselines; conduct regular market benchmarking to identify cost-reduction opportunities across the UAE market.
- Own the onboarding of all vendors onto Oracle NetSuite — ensuring accurate master data, documentation compliance, and process integrity.
- Lead the full RFP process for project contractors and consultants — from scope definition and shortlisting through evaluation, negotiation, and onboarding.
- Ensure all procurement activities comply with internal governance frameworks, approval hierarchies, and audit requirements.
- Produce regular procurement dashboards covering spend analytics, savings performance, vendor KPIs, and DOA compliance for senior management
- Identify gaps in existing procurement processes and lead improvements — from workflow redesign to policy updates and system enhancements
Experience & Background
· 8–10 years of progressive procurement experience across multiple spend categories, with demonstrated ownership of sourcing, negotiation, and vendor governance — not just execution support.
UAE or GCC market experience is a strong advantage.
· Multi-category procurement across Admin, IT, Marketing, and project-based spend
· Real estate, construction, or asset-intensive industry background preferred
· Exposure to procurement transformation — process redesign, policy rollout, or ERP implementation
· Proven record of negotiating and delivering measurable cost savings in AED-denominated contracts
· Experience managing full vendor lifecycle from RFQ to onboarding and performance review
· Familiarity with DOA frameworks and procurement governance in structured organisations
