Position Overview
CSCEC Steel Industries is seeking an experienced Project Safety Manager for full-cycle HSE management on a major steel structure construction project in Riyadh.
The role requires leadership capability, steel structure project experience, knowledge of Saudi HSE regulations, and effective management of safety teams and subcontractors.
Compensation

Safety Management and Leadership
- Lead overall project HSE management in compliance with Saudi laws, client requirements, and company HSE standards.
- Supervise and mentor HSE officers, safety supervisors, and subcontractor safety teams.
- Establish project-specific HSE plans, emergency response plans, and risk control strategies.
Site Safety Oversight
- Conduct daily and weekly safety inspections, hazard identification, and risk assessments.
- Oversee steel structure lifting, welding, work at height, confined space, and heavy equipment activities.
- Ensure implementation of PPE, safety barricades, lifting plans, and permit-to-work systems.
Regulatory and Incident Management
- Coordinate audits, inspections, and compliance reviews with clients, consultants, PMC representatives, and Saudi authorities.
- Prepare and present HSE performance reports to project leadership and stakeholders.
- Lead incident investigations, root cause analysis, and corrective and preventive action implementation.
- Maintain documentation of incidents, near misses, and unsafe conditions.
Training and Safety Culture
- Organize safety inductions, toolbox talks, and specialized training for high-risk activities.
- Promote a strong safety culture across all project teams and subcontractors.
Requirements
- Experience managing full-cycle HSE activities on a major steel structure construction project.
- Strong leadership capability and ability to manage safety teams and subcontractors.
- Solid steel structure project experience.
- Deep knowledge of Saudi HSE regulations and compliance systems.
- Ability to control risks associated with steel lifting, welding, work at height, confined spaces, and heavy equipment operations.
- Ability to coordinate with clients, consultants, PMC representatives, and Saudi authorities on HSE compliance.
- Ability to investigate incidents, perform root cause analysis, and implement corrective and preventive actions.
