The Opportunity
The Ministry of SaskBuilds and Procurement (SBP) provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.
The Infrastructure Design and Delivery Division within the Ministry is seeking a highly motivated, results-oriented individual to manage the design and construction phase of the Saskatchewan Polytechnic new Joseph A Remai Saskatoon Campus. Working closely with the Ministry of Advanced Education, Saskatchewan Polytechnic and Innovation Saskatchewan, the incumbent will ensure seamless delivery of the project. The position will provide regular briefings and briefing materials to the Executive Director, the Assistant Deputy Minister, the Deputy Minister and the Minister’s offices as well as project specific steering committees.
Responsibilities
- Leads the unit by driving strategic planning, fostering partnerships, and leading policy research to address emerging challenges with innovative solutions, applying evaluation and project management methodologies to achieve organizational goals.
- Collaborates with key stakeholders to analyze complex challenges, assess resource demands, and provide strategic guidance.
- Prepares and delivers regular briefings and briefing materials to senior leadership, advisory committees, and key decision-making bodies.
- Oversees financial and human resources to effectively execute unit work plans, ensuring balanced allocation of activities and resources in a dynamic environment with multiple policy and program objectives.
- Responsible for overseeing capital expenditures, budget development, financial integrity, and long-term planning to ensure investments are strategically aligned with organizational priorities and future needs.
- Analyze and interpret current policy issues and global trends that may impact operations.
- Provides leadership and support to a team, ensuring they are empowered to effectively manage their assigned portfolios and responsibilities.
- Acts as an official spokesperson to present project information at public forums and engage with the media.
Job Capabilities
In this leadership and supervisory role, we are seeking someone who:
Manage, organize, and supervise this complex project through to project close-out within approved parameters;
Work collaboratively and build consensus with a diverse group of various stakeholders;
Build and maintain collaborative professional relationships, coordinating and engaging key stakeholders to ensure project alignment with programmatic outcomes;
Establish and lead a project team to ensure the success of the project, including developing individual work plans to ensure the project team is held accountable for responsibilities;
Manage consultant and advisory services related to project deliverables;
Provide strategic advice that informs executive decision-making and develop briefing packages, Cabinet and board items; and
Organize and prioritize work and balance multiple activities concurrently.
Technical Knowledge and Skills
- A degree in business administration, engineering, architecture, procurement or a related discipline;
- Knowledge of project management, project delivery, procurement, construction, and contract administration; and,
- Government experience.
- Project management certification (PMP, PRINCE2) is desirable but not required;
