Project Development Specialist

Resource Mobilization

• Identify grant and funding opportunities through subscriptions, online searches, and coordination with the Directorate General Office.
• Develop funding packages and guidelines for special projects.
• Manage the internal alert system for open calls and coordinate timely responses with scientists and specialists.
• Identify strategic themes aligned with donor and funder objectives.
• Support pricing models, operational cost databases, donor costing guidelines, and capacity development.

Representation and Planning

• Attend relevant events to represent the organization and gather information about donor and partner interests.
• Support strategic planning to expand the scale of services offered to partners.
• Perform other tasks assigned by the Directorate General Office and Head of Partnerships and Resource Mobilization.

Qualifications and Experience

• University degree in development studies or a related field; a master's degree is preferred.
• At least 5 years of proposal writing experience, preferably related to agricultural research and development.
• Demonstrated ability to write technical scopes of work and develop budgets.
• Knowledge of international agricultural and/or development work focused on food, water, and nutrition security.
• Excellent English writing skills; Arabic is an advantage.
• Advanced computer literacy and strong communication, presentation, and networking skills.
• Ability to negotiate proposals, represent the organization, travel locally and internationally, and manage monitoring and reporting.
• Project management, strategic, analytical, organizational, planning, problem-solving, and multitasking skills.

Work Arrangement

• The listed location is Dubai, UAE.
• The position reports to the Head of Partnerships and Resource Mobilization and the Director General.
