About the Role
HanmiGlobal is seeking a highly qualified Project Control Manager to lead program-wide project controls for a mega land development program in Riyadh. You will develop frameworks, monitor cost and schedule performance, and provide executive reporting.

Responsibilities
- Develop and maintain the program wide Project Controls Management Framework, including procedures, standards, methodologies, governance processes, and reporting requirements
- Ensure consistent implementation of project controls practices across all development packages and promote continuous improvement and best practices
- Monitor and analyze program wide cost performance, budgets, commitments, forecasts, expenditure trends, and progress against approved baselines
- Establish progress measurement methodologies, performance metrics, and KPI frameworks to monitor schedule, cost, and overall project performance
- Conduct forecasting, trend analysis, Earned Value Management (EVM), and performance assessments to identify emerging risks and support proactive decision making
- Coordinate closely with Planning & Scheduling, Commercial, Risk, Quantity Surveying, Procurement, and Technical Teams to integrate schedule, cost, risk, commercial, and performance information into a single program wide reporting framework
- Assess the performance impacts of changes, variations, claims, and program decisions, and support effective change management processes
- Prepare executive dashboards, integrated program performance reports, management presentations, and strategic recommendations for PMCM Management and the Client
- Lead project controls review meetings, reporting workshops, audits, and performance reviews while supporting the implementation of PMIS, EDMS, digital dashboards, and data analytics platforms
Requirements
- Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Cost Engineering, or a related discipline
- Chartered Professional membership or equivalent professional accreditation
- Minimum fifteen (15) years of professional experience in project controls, program controls, cost management, infrastructure delivery, urban development, or major capital projects
- Experience within PMCM, PMC, EPCM, consultancy, developer, or client side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC

Job Purpose
- HanmiGlobal is seeking a highly qualified Project Control Manager to join our program management and PMCM team in Saudi Arabia.
- In this role, you will lead the program wide project controls framework and performance analytics for a mega multi work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.
