Summary – basic function of the role
The Total Cost Out Program Manager leads the program management discipline required to identify, prioritize, execute, and track enterprise cost savings initiatives. This role owns the consolidated total cost out funnel, integrating opportunities across negotiations, supplier resourcing, outsourcing, make-buy, VA/VE, and other cross-functional savings workstreams into one coordinated governance process. The role partners with Category Management, Product Strategy, Engineering, Operations, and Finance to connect bottom-up category and part-level opportunities with top-down product margin priorities.
Reporting to the Director, SCM Program Management and Industrialization, this role requires strong project management capability, business acumen, and the ability to lead through influence across a matrixed organization. The role also carries dotted-line responsibility for coordinating sustaining engineering resources assigned to cost out initiatives. While sustaining engineering retains its formal Engineering reporting structure, this position establishes the governance, accountability, and execution cadence needed to balance savings delivery, technical rigor, resource capacity, and business priorities.

Job Duties and Responsibilities
- Own the consolidated total cost out funnel and tracker across Procurement, Supply Chain, Operations, Finance, Engineering, Quality, Product Management, and Product Strategy.
- Lead governance routines to validate assumptions, prioritize projects, assign ownership, track milestones, escalate risks, and report realized and forecasted savings.
- Develop and improve the total cost out operating model, including standard work, project intake criteria, prioritization methods, reporting routines, and escalation processes that make savings execution repeatable and scalable.
- Monitor funnel health and savings pipeline quality by assessing project mix, value, timing, conversion risk, aging items, resource constraints, and sufficiency of opportunities to support business cost-out commitments.
- Partner with the Sr. Director of Category Management for direct materials to support savings funnel generation through category, product, supplier, and targeted deep-dive ideation activities.
- Collaborate with the VP of Product Strategy and product leaders to identify low-margin products and connect top-down margin priorities with bottom-up category, supplier, and part-level savings actions.
- Coordinate with functional partners to support the development and use of should-cost models, total cost of ownership analyses, cost-driver trees, and scenario models; ensure outputs are integrated into the cost-out funnel, prioritization process, decision cadence, and savings governance.
- Support make-versus-buy evaluations by coordinating cross-functional inputs from Category Management, Operations, Engineering, Finance, and Product Strategy, ensuring business, capacity, cost, risk, velocity, capital, and strategic considerations are captured for leadership decision-making.
- Drive execution of savings projects including negotiations, resourcing, outsourcing, localization, make-buy analysis, VA/VE, design optimization, supplier transitions, and other productivity opportunities.
- Provide dotted-line program direction for sustaining engineering resources assigned to cost out workstreams, ensuring technical review, feasibility assessment, approvals, and execution support are aligned to priorities.
- Establish clear operating routines, decision rights, escalation paths, and accountability checkpoints between Supply Chain and Engineering.
- Work with Finance and business leaders to validate savings methodology, track benefits, and communicate project status, financial impact, timing, risks, barriers, and decisions needed.
- Coordinate and support design-to-value, VA/VE, and supplier ideation workshops led by Category Management, Engineering, Product Strategy, or Operations; ensure opportunities, assumptions, owners, actions, risks, and decisions are captured and advanced through the total cost-out governance process.
- Prepare executive-ready updates that translate project-level detail into clear insights, trade-offs, decisions needed, and actions required to accelerate savings delivery.
- Build and maintain a single source of truth for savings initiatives, ensuring project data, ownership, milestones, risks, and benefits are consistently captured and communicated.
- Lead through influence in a matrixed environment, resolving constraints and driving accountability across stakeholders with competing priorities or limited resource capacity.
- Help build an execution culture by reinforcing disciplined project ownership, cross-functional accountability, timely decision-making, and sustained follow-through from idea generation through benefit realization.
- Apply structured problem solving, continuous improvement, project management tools, and data analysis to strengthen the scalability and effectiveness of the total cost out program.
- Up to 25% domestic and international travel may be required.
Required Qualifications
- Minimum of 7+ years of progressive experience in supply chain, procurement, operations, engineering, or program management within a manufacturing environment.
- Demonstrated ability to manage cross-functional projects with measurable business impact, preferably including cost savings, productivity, resourcing, outsourcing, VA/VE, or operational improvement initiatives.
- Proven ability to lead through influence, manage stakeholders, drive accountability, and deliver results in a matrixed global organization.
- Strong analytical skills with the ability to organize project data, validate assumptions, track financial impact, and translate information into actionable insights.
Preferred Qualifications
- MBA, PMP, CPM, CPIM, CSCP, Lean Six Sigma, or related certifications are preferred.
- Experience with ERP systems, Microsoft Project, SharePoint, Excel, Power BI, or similar project tracking and reporting tools preferred.
- Working knowledge of manufacturing processes such as machining, metal cutting, fabrication, plastic injection molding, electronics, assembly, and low-volume/high-mix manufacturing preferred.
- Ability to read technical drawings, specifications, bills of material, and related engineering documentation is a plus.
- Experience with design-to-cost, value analysis/value engineering, supplier cost breakdowns, activity-based costing, process mining, or discrete-event simulation is a plus.
Education and Experience
Bachelor’s degree in Supply Chain Management, Business, Engineering, Operations, or a related field required.
Physical Demands
While performing the duties of this position, the employee is regularly required to sit, stand, walk, communicate, and use a computer and other standard office equipment. The role may occasionally require walking through manufacturing facilities, reaching, bending, and lifting or carrying materials weighing up to 20 pounds. Specific vision abilities include close vision and the ability to review information on computer screens and technical documents. Domestic and international travel may be required.
Work Environment
This position primarily operates in a professional office environment and routinely uses standard office equipment, including computers, telephones, and video conferencing tools. The role may occasionally require work in manufacturing, warehouse, or supplier environments where noise levels, temperatures, and other conditions may vary. Appropriate personal protective equipment must be worn when required. The position involves regular interaction with employees, leaders, suppliers, and cross-functional teams across global locations and time zones.
