This role is part of the Communications & Spectrum Dominance segment and serves as the Program Manager to Public Safety and Professional Communications (PSPC) Programs at L3Harris Communications Australia. L3Harris Communication Australia is a world leader in ground tactical and airborne mission communication solutions and a global provider of ground based C4 systems and transportable SATCOM terminals. The Program Manager (PM) is responsible and accountable for providing effective Program Management outcomes for service and solution delivery to various state governments and commercial enterprises (Customer). The PM is responsible and accountable for the execution of both acquisition (implementation) & sustainment contracts and to ensure that the Program has fully developed processes, procedures and is resourced and funded to ensure its on-going success, working within the L3Harris Functional Organisation to achieve outcomes. The PM will own the Contract requirements and the relationship with both the Customers and wider L3Harris enterprise and will ensure Program execution satisfaction. The PM will ensure that the Program is managed and reported openly and in enough detail for clear understanding across all L3Harris functional streams. The PM will work independently as required and engage with all internal L3Harris functions as necessary for success.
The PM reports directly to the L3Harris Communications Australia Head of PMO, within the Program Management Organisation (PMO). The PM ensures the attainment of financial, performance and operational goals within the objectives of the Program. Responsible for developing and implementing plans for optimizing services to meet contractual requirements, customer needs and working within the financial and operational plans provided by senior management. Establishes budgets & controls, short and long range objectives and criteria for monitoring progress and measuring success. Administers the organisation’s policies through subordinate managers and directs and/or coordinates activities of more than one department, such as engineering, maintenance, logistics, warehousing, finance, and contracts.
This role will suit an experienced Program Manager with ideally a strong background in Public Safety and Mission Critical Communications, including Land Mobile Radio (LMR), SATCOM, and integrated communications infrastructure. The ideal candidate would have a deep understanding of delivering and sustaining high-availability, operationally critical systems across sectors such as emergency services, utilities, mining, and transport but this is not essential.

The responsibilities of your role will include the following:
Accountable for the Program cost, revenue, performance, quality and schedule.
Tasking and allocating of work packages for engineering, logistics, maintenance, training, FSR and contract resources to support Program outcomes;
Define, manage and monitor the support programs for the Program, namely the requirements under the Statement of Work;
Manage all key stakeholders (including Subcontractors) who are providing Services ensuring a deep understanding of their responsibilities, the processes to be used, and the time-frames involved;
Ensure the compliance, capability and capacity to meet the support responsibilities under the Contract, particularly in relation to the contract requirements, L3Harris Policy, Performance Measures, Technical Regulatory Framework (TRF) and applicable Quality Standards;
Provide advice to the Customer with respect to Product, Services and Equipment listed as part of the Program;
Coordinate Services with Customer interfaces and any support organisation.
Provide internal reporting on the current status of the Program, issues, risk and opportunities.
Liaise with all internal functional managers to ensure consistency of service delivery;
Represent L3Harris on all contractual issues including changes and extensions.
The role requires the following experience and skills:
At least 8+ years of Program or Project Management experience;
Knowledge and experience with Performance Based Contract Management experience (5 years);
Understanding of Supply Chain/Logistics and Repair/maintenance management;
Proven experience in managing teams, KPI’s and contractual deliverables;
Proven experience in customer facing roles;
Bachelor degree in Management/Business or similar.
Current PMI PMP Certification or equivalent.
A willingness to travel domestically and internationally, and to engage with key stakeholders, and provide responsive and timely solutions combined with a strong commercial acumen is required
Demonstrated experience delivering programs across sectors such as public safety, utilities, mining, and transport is desirable but not essential
Awareness of Land Mobile Radio (LMR) systems (e.g. P25, DMR, TETRA) including deployment and sustainment is desirable but not essential
Experience managing mission-critical communications networks with high availability, resilience, and operational uptime requirements is desirable but not essential
Have budget management experience including the management of revenue targets, with resource forecasting and allocation;
Proven capability delivering communications infrastructure projects (e.g. towers, base stations, backhaul, core networks) is desirable but not essential
