Job Overview

The Procurement Specialist applies conceptual procurement knowledge with moderate guidance and direction.

The role solves straightforward procurement problems using standard procedures, technical experience, judgment, and precedents.

The position supports procurement activities across energy, construction, and project operations.

Key Tasks and Responsibilities

  • Procure materials from approved vendors at competitive prices while meeting budget, technical, quality, safety, and delivery requirements.
  • Coordinate with PMT, Engineering, Construction, QA/QC, Safety, Accounting, Warehouse, and external vendors.
  • Develop the vendor base, survey markets, evaluate vendor performance, and facilitate supplier registration.
  • Review requisitions, issue RFQs, secure compliant offers, coordinate technical evaluations, and manage vendor clarifications.
  • Perform commercial bid evaluations, select vendors, prepare Recommendations of Award, and obtain approvals.
  • Maintain sourcing lists, purchase order files, revisions, discrepancy resolutions, and procurement audit trails.
  • Support expediting, delivery nonconformance resolution, bid pricing, and procurement proposals.
  • Monitor market pricing, delivery lead times, manufacturing capacity, products, sources, and business activity.
  • Supervise, direct, train, and coordinate assigned personnel and ensure procurement-policy compliance.

Essential Qualifications and Education

  • Engineering graduate.
  • Approximately 10 years of relevant experience.
  • Broad knowledge of the procurement process.
  • Ability to communicate commercial solutions to procurement and non-procurement personnel.
  • Support for integrated procurement worldwide and supplier-agreement development.
  • Understanding of local and regional logistics regulations and agreements.
  • Working knowledge of Microsoft Word, Excel, and Access.
  • Experience with Smart Plant Materials and HR Systems.
  • Certificates in process improvement and/or Six Sigma are a plus.
