Job summary

The Procurement Manager leads end-to-end procurement for EPC projects.

The role sources materials, equipment, and subcontracted services while meeting project specifications, budgets, and delivery schedules.

The manager leads the procurement team and vendor base and works with Engineering, Project Controls, and QA/QC.

Duties and responsibilities

  • Develop cost-effective, quality supplier relationships and initiate new partnerships.
  • Lead bid evaluation, final-stage negotiations, contract awards, and procurement document reviews.
  • Ensure timely delivery of materials and manage long-lead and critical equipment.
  • Track cost savings, purchase-order cycle time, supplier delivery, and other procurement metrics.
  • Control procurement spending and update sourcing strategies based on supplier and client leverage.
  • Manage port-clearance documentation and recommend suitable product substitutes.
  • Maintain procurement policies, purchase orders, supplier lists, forms, templates, and contracts.
  • Resolve receiving and invoice discrepancies with finance and logistics staff.
  • Prepare service-level agreements, maintain confidentiality, and ensure delegation-of-authority compliance.

Requirements and skills

  • At least 10 years of procurement management experience in a reputable EPC company.
  • BSc or equivalent university degree; an MBA in supply chain management and logistics is a plus.
  • Knowledge of sourcing and procurement techniques, supplier identification, market conditions, and substitute products.
  • Strong negotiation, networking, relationship-management, and leadership capabilities.
  • Experience with supplier or third-party management software and Microsoft Dynamics.
  • Experience collaborating with Engineering, Project Controls, QA/QC, construction, finance, and logistics stakeholders.
  • Professional proficiency in English.
  • Saudi Aramco project experience is preferred.
