Purpose of the Position
To ensure the effective planning, execution, and control of procurement and subcontracting activities for construction and industrial projects in Abu Dhabi, safeguarding the Contractor’s commercial interests through competitive tendering, strategic sourcing, contract negotiation, and full lifecycle contract administration in compliance with UAE regulations, authority requirements, and project specifications.
Key Responsibilities
- Develop and implement procurement and subcontracting strategies aligned with project schedules and construction priorities.
- Prepare procurement plans and tender schedules covering design packages, construction works, specialist subcontractors, materials, equipment, temporary works, and services.
- Coordinate procurement sequencing with engineering, planning, and construction teams to support project milestones.
- Identify, evaluate, and prequalify subcontractors and suppliers in the UAE market.
- Maintain and expand a reliable vendor and subcontractor database.
- Liaise with local and international vendors to ensure availability of qualified bidders.
- Organize and manage full tendering cycles for subcontract works and supply packages.
- Prepare and issue RFQs, ITTs, and tender documentation.
- Collect, review, and analyze technical and commercial proposals from subcontractors and suppliers.
- Conduct bid clarification meetings and negotiations with subcontractors and suppliers.
- Perform cost benchmarking and market price validation.
- Obtain improved commercial terms including discounts, optimized payment schedules, warranties, and delivery conditions.
- Prepare tender evaluation reports and recommendations for management approval.
- Ensure transparency, traceability, and audit readiness of all tender evaluation documentation in accordance with company procurement procedures.
- Prepare detailed tender comparison tables including technical and commercial bid evaluation matrices for subcontractors and suppliers.
- Develop interim and final tender evaluation summaries supporting transparent contractor selection decisions.
- Prepare comprehensive bid comparison reports for management review and award recommendations.
- Lead commercial negotiations with bidders to obtain maximum possible discounts and improved contractual and payment terms.
- Consolidate final negotiated pricing and conditions into structured recommendation packages for approval of subcontract awards.
- Maintain complete documentation of tender evaluation stages including clarification records, negotiation outcomes, and final selection justifications.
- Draft, review, and finalize subcontract agreements in coordination with company departments.
- Negotiate contractual terms with subcontractors and suppliers to ensure alignment with project budget and schedule requirements.
- Ensure subcontract agreements reflect back-to-back obligations with the Main Contract requirements.
- Review Employer’s Requirements, Specifications, and Contract Conditions to ensure subcontract compliance.
- Ensure compliance with UAE construction regulations and applicable contract standards such as FIDIC and project-specific conditions.
- Manage full lifecycle administration of subcontract agreements from award to close-out.
- Monitor subcontractor performance against contractual obligations related to time, cost, quality, and scope of works.
- Monitor subcontractor and supplier performance using KPIs related to schedule compliance, quality, safety, and responsiveness.
- Track variations, claims, extensions of time, and contractual correspondence.
- Maintain variation registers and procurement documentation records.
- Support dispute avoidance and resolution processes with subcontractors and suppliers.
- Support subcontract final account negotiations and contract close-out procedures.
- Support project commercial teams in procurement budgeting and forecasting.
- Ensure procurement activities remain within approved cost targets.
- Participate in value engineering initiatives to optimize procurement costs.
- Identify procurement-related commercial risks and propose mitigation strategies.
- Support preparation and maintenance of procurement risk registers.
- Identify and manage procurement of long-lead items in coordination with engineering and planning teams.
- Monitor manufacturing progress, inspections, logistics, and delivery schedules for major equipment.
- Coordinate FAT, SAT, vendor documentation, and commissioning-related supplier obligations where applicable.
- Coordinate with engineering teams on technical submittals, material approvals, and shop drawings related to procurement packages.
- Support timely mobilization of subcontractors and suppliers in accordance with project schedules.
- Coordinate procurement activities with construction, QA/QC, planning, and commissioning teams.
- Coordinate delivery schedules, customs clearance requirements, and site logistics constraints affecting procurement activities.
- Ensure procurement packages comply with Abu Dhabi authority requirements including ADM, DMT, Civil Defense, and utility providers where applicable.
- Support authority approval submissions related to materials and specialist subcontractors.
- Interface with consultants, clients, authorities, and internal departments on procurement-related matters when required.
- Ensure subcontractors and suppliers fulfill contractual obligations related to testing, commissioning, training, and handover documentation.
- Manage procurement engineers and contracts specialists including task allocation, supervision, and performance monitoring.
- Ensure accuracy, completeness, and compliance of procurement documentation with company procedures.
- Support development and improvement of procurement and contracts management processes within the organization.
- Organize and manage the contractual close-out and handover process to the operating organization, including transfer of subcontract agreements, warranties, guarantees, as-built documentation, vendor documentation, maintenance obligations, and commissioning records in accordance with contract requirements.
- Coordinate with subcontractors, suppliers, commissioning teams, and internal departments to ensure completion and submission of all contractual deliverables required for project handover.
- Monitor fulfillment of subcontractor warranty obligations and ensure timely closure of outstanding comments, punch list items, and defects prior to final transfer to the operating entity.
- Maintain tracking of post-handover contractual obligations during the defects liability period and support resolution of outstanding contractual matters until final completion and release of subcontractor liabilities.
Qualifications
- Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Law, Economics, or Business Administration.
- Minimum 7–10 years of experience in procurement and subcontract management within general contracting companies.
- Proven experience managing subcontractor tendering processes for construction or industrial projects in the UAE.
- Practical experience with long-lead equipment procurement and coordination with commissioning activities is preferred.
- Strong working knowledge of FIDIC, EPC, Design-Build, and UAE subcontracting practices.
- Familiarity with UAE authority approval environments and contractor procurement workflows.
- Demonstrated negotiation skills with subcontractors and suppliers in competitive tender environments.
- Proficiency in MS Office .
- Fluent English.
