The PKI Deputy Contract Program Manager will serve as the secondary representative for the Air Force Public Key Infrastructure (AF PKI) Program contract, overseeing all mission support work and ensuring adherence to specified standards.
This role involves supporting the Contract Program Manager in maintaining quality assurance and configuration control, implementing a systematic management approach, developing project schedules, and conducting monthly financial reviews with the Government Program Manager (PM).
The Deputy Contract Program Manager will help manage functional, capability, and delivery teams within a structured framework, requiring a seasoned leader with expertise in project management, PKI operations, and contract oversight within a Department of the Air Force (DAF) context.
Project Oversight: Act as the secondary representative responsible for overseeing all direct mission support work under the contract, ensuring compliance with all referenced standards and requirements.
Quality and Configuration Control: Maintain quality assurance and configuration control for all products and services provided to and by the AF PKI program, ensuring consistency and reliability.
Management Approach: Implement a systematic management process to support PWS processes and requirements, coordinating functional, integrated capability, and product delivery teams within a controlled structure.
Schedule Development: Provide detailed program/project schedules for tasks and activities outlined in the PWS, ensuring compatibility with Microsoft Project for export and review.
Develop a single Integrated Master Schedule (IMS) that will include all activities to sustain the AF PKI, activities supporting DoD PKI implementation, evolution of AF PKI capabilities, and other activities.
Financial Reviews: Meet monthly with the Government PM to review contract funding status, including labor forecast versus actual, cumulative travel costs, and cumulative Other Direct Costs (ODCs), to ensure fiscal accountability.
Continuity of Operations (COOP): Collaborate with the Government to identify AF PKI SPO essential functions and operations requiring uninterrupted availability.

Financial Oversight: Ability to track and review contract funding, including labor, travel, and ODCs, with strong analytical and reporting skills.
Leadership: Strong ability to coordinate and manage diverse teams within a structured framework, ensuring systematic execution of tasks.
Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025.
Ability to work in San Antonio, TX, with potential on-site support at the Government-leased facility for oversight and coordination.
Bachelor’s degree in related field.
Security Clearance: Active Top Secret (TS) or Top Secret /Secure Compartmented Information (TS/SCI) clearance.
DAF PKI Experience: Prior leadership role in an AF PKI or similar DoD program, providing context for program-specific standards and processes.
Certifications: Relevant certifications such as Project Management Professional (PMP), CompTIA Security+, or DoD 8570/8140-approved Information Assurance certifications (e.g., IAT Level II or higher).
Team Management: Extensive experience managing functional, capability, and delivery teams in a controlled, systematic environment.
Financial Acumen: Background in contract financial management, with a track record of accurate forecasting and cost control.
Communication: Exceptional skills in presenting schedules and financial updates to Government stakeholders, ensuring clarity and alignment.
