Role Overview

  • The Functional Assurance Lead serves as the customer side authority for Oracle Project Portfolio Management (PPM), Project Controls, Unifier, Cost OS, and cost management capabilities.
  • The role ensures that Oracle Cloud solutions delivered by the implementation partner meet the Customer’s operating model, governance standards, business requirements, and long term sustainability goals.
  • This position operates independently from the Oracle implementation partner and all managed service providers, providing unbiased validation, challenge, and oversight.

Key Responsibilities

  • Protect the Customer’s business interests by independently assuring Oracle OPC, Unifier, PPM, and Cost OS solution designs.
  • Challenge assumptions, interpretations, and claims made by the implementation partner.
  • Ensure solutions adhere to the Customer’s governance model, business rules, project lifecycle controls, and compliance needs.
  • Conduct IT–business gap analysis between Customer requirements and standard Oracle Cloud capabilities.
  • Provide clear recommendations to minimise unnecessary customisations.
  • Provide assurance across PPM, cost management, contract control, budget management, forecasting, cash flow, portfolio governance, and reporting solutions.
  • Validate data models, cost structures, approval workflows, audit trails, and segregation of duties.
  • Review and validate integrations across all phases.
  • Support the Customer through the transition away from Clarity PPM.
  • Work closely with the implementation partner to ensure all Business Technology governance documentation is produced to the required standard.
  • Support the Customer during commercial discussions and claims management.
  • Recommend improvements to reporting, governance, internal controls, and ways of working.

Skills & Experience Required

  • 10+ years of deep functional experience in Oracle PPM Cloud, Oracle Project Costing, Project Controls, or Oracle Unifier.
  • Strong understanding of project governance, cost control, capital projects, financial tracking, portfolio management, and project delivery frameworks.
  • Experience operating on the client side, evaluating vendor/partner deliverables independently.
  • Strong experience conducting functional assurance, risk identification, design validation, and solution review.
  • Understanding of data models, integrations, master data structures, approval flows, financial controls, and reporting frameworks.
  • Exposure to enterprise level ecosystems (Microsoft 365, ERP systems, procurement systems, data platforms, etc.).
  • Strong analytical, problem solving, and critical thinking skills.
  • Excellent communication and stakeholder management, including senior leadership interaction.
  • Ability to drive constructive challenge while maintaining strong collaborative relationships.

Preferred Qualifications

  • Oracle Cloud certifications (PPM, Costing, Project Controls).
  • Experience with large scale Oracle Cloud transformation programs.
  • Experience transitioning from Clarity PPM to Oracle PPM.
