Role Overview

The EHS Officer monitors site activities, identifies hazards, and supports compliance with health, safety, environmental, and quality requirements.

The position requires a bachelor's degree and five years of relevant experience in water and wastewater HSEMS.

Site Safety Monitoring

  • Monitor daily construction, operation, and maintenance activities for unsafe conditions, acts, and potential hazards.
  • Conduct routine checks for housekeeping, welfare facilities, safe working conditions, and employee safety behavior.
  • Report incidents, accidents, near misses, and unsafe conditions and support investigations, root cause analysis, and corrective actions.
  • Conduct toolbox talks, safety awareness sessions, and EHS inductions for employees, subcontractors, and visitors.

Risk and Permit Controls

  • Prepare, review, and update health and safety risk assessments and environmental aspects and impacts registers.
  • Coordinate Permits to Work for high-risk activities and ensure permits are communicated and displayed at work locations.
  • Conduct Last Minute Risk Assessments and Job Safety Analyses with work teams before tasks begin.
  • Enforce controls for confined space, LOTO, working at height, electrical safety, lifting, hazardous materials, excavation, traffic, and hot work.

Inspections and PPE

  • Inspect sites, facilities, equipment, and machinery for compliance with EHS requirements.
  • Verify inspection tags, certificates, color coding, and operator licenses for machinery and equipment.
  • Inspect emergency equipment monthly and follow up on findings until closure.
  • Coordinate PPE issuance, inspect PPE condition and suitability, and enforce proper use.

Emergency and Environmental Duties

  • Support evacuation, fire response, chemical spill, medical emergency, and emergency drill activities.
  • Monitor subcontractor compliance with EHS requirements, permits, risk assessments, and safety briefings.
  • Ensure waste segregation, storage, and disposal requirements are followed, including for hazardous waste.
  • Support environmental monitoring and reporting.

Records, Audits, and Improvement

  • Maintain risk assessments, LMRAs, work permits, inspection forms, incident reports, training records, and environmental registers.
  • Prepare weekly and monthly EHS reports for the Project Manager and QHSE Department.
  • Participate in internal and external EHS audits and support compliance with Veolia Life Saving Rules and QHSE standards.
  • Promote safety culture, provide coaching, and support lessons learned and continuous improvement.

Qualifications

  • Bachelor of Science degree in any field is required; safety, HSE, environment, or a similar field is preferred.
  • Five years of relevant experience in water and wastewater HSEMS is required.
  • The role requires knowledge of site safety monitoring, incident response, risk controls, permits, PPE, emergency response, environmental management, and EHS documentation.
