Job Summary and Purpose

Ensure the safe, efficient and cost-effective operation of vessels in line with Flag State, regulatory, company and customer requirements.

Ensure effective implementation of navigation, seamanship and cargo-handling policies onboard vessels.

Cargo Management and Compliance

  • Ensure vessels are operated safely, reliably and economically in accordance with company requirements and recognized industry standards.
  • Drive compliance with international regulations, Flag State requirements, legal obligations and company policies for shipping operations, navigation safety and marine personnel.
  • Ensure compliance with port, terminal, oil and gas major and ship vetting requirements.
  • Keep vessel trading certificates and statutory documentation valid and compliant.
  • Represent the owner or operator during commercial and emergency ship-to-ship operations.

Vetting, Audits and Inspections

  • Coordinate SIRE and CDI inspections, respond to observations and implement corrective actions.
  • Maintain vessel information in VPQ, SIRE, TMSA and Q88 systems.
  • Conduct vessel visits, internal operational audits and HSSEQ or SHEQ audits.
  • Coordinate close-out of audit and inspection findings with HSSEQ and Technical functions.

Safety and Voyage Operations

  • Support continuous improvement of the Safety Management System and operational procedures.
  • Brief newly appointed senior officers on company policies, vessel operations and charterer requirements.
  • Supervise voyage planning and vessel performance processes.
  • Support the minimization and challenge of vessel performance-related claims.
  • Ensure compliance with energy-efficiency and charterer requirements.

Terminal and Incident Management

  • Participate in ship-to-shore interface and vessel compatibility studies.
  • Liaise with agents, charterers and terminals on berth suitability and compatibility.
  • Lead marine incident investigations and close corrective actions with HSSEQ.
  • Conduct operational safety risk assessments and environmental impact assessments.
  • Support the Incident Commander and response teams during emergencies.

Personnel and Interfaces

  • Assess seagoing personnel for promotion and development opportunities.
  • Monitor shipboard staff conduct, performance and development.
  • Support recruitment of seagoing personnel, including candidate interviews.
  • Maintain effective working links between management and vessel personnel.
  • Provide marine supervision and operational support across shipping matters.

Job-Specific Skills

  • Full knowledge of international and national maritime statutory requirements, including SOLAS, ISM, MARPOL, ISPS, SOPEP and relevant ISO standards.
  • Strong knowledge of emergency response procedures, ship vetting and vessel inspection requirements.
  • Auditing capability, preferably including Lead Auditor qualifications or experience relating to ISO, ISM and ISPS.
  • Strong understanding of marine operations, navigation, cargo operations and vessel safety management.
  • Strong communication and stakeholder-management skills.
  • Computer literacy with proficiency in Microsoft Office applications.

Qualifications

  • Degree in Nautical Science or another relevant discipline, and/or Master Mariner Certificate of Competency with associated courses and certifications.

Experience

  • 8–12 years of relevant maritime experience.
  • At least 3 years of experience as Master onboard LNG/LPG or crude/oil carriers.
  • Preferably at least 2 years of shore-based or head-office management experience with a major gas or oil shipping company.
  • Experience working effectively with personnel from different cultural and professional backgrounds, including ship owners and ship crews.
