Job Purpose
Lead the safe, reliable, and cost-effective execution of Petroleum Ports operations.
Ensure fleet readiness, operational excellence, regulatory compliance, stakeholder satisfaction, and alignment with strategic objectives.
Drive continuous improvement, digital transformation, operational efficiency, and sustainable growth across Marine Services.
Coordinate best practices in petroleum ports operations management and provide daily direction for stations and fleet.
Marine Operations
- Oversee daily marine operations and fleet activities supporting 24/7 service requirements.
- Monitor fleet availability, utilization, operational readiness, and service continuity, and resolve operational bottlenecks.
- Coordinate with marine superintendents, vessel teams, stations, and support departments.
- Undertake vessel, station, and site visits and follow up on operational observations and improvement actions.
HSE, Compliance, and Risk
- Implement controls and standards covering company policies, government regulations, port rules, shipping protocols, and client requirements.
- Ensure alignment with the Company Integrated Management System, ISO requirements, STCW, IMO, and applicable marine standards.
- Identify and mitigate operational, technical, regulatory, and business risks and monitor mitigation plans.
- Support investigations of accidents, incidents, near misses, and non-conformities.
Fleet Development and Assets
- Support vessel new-build, replacement, upgrade, and fleet expansion initiatives.
- Participate in vessel specification reviews, technical evaluations, shipyard coordination, inspections, commissioning, and acceptance.
- Monitor vessel lifecycle, asset condition, and modernization requirements.
- Contribute to business cases for acquisitions, capital projects, major upgrades, and fleet optimization.
Minimum Requirements
- Master Mariner Certificate of Competency, STCW 95 II/2 Unlimited, or an equivalent recognized marine qualification.
- Marine Engineering equivalent may be considered where aligned with business requirements.
- At least 15 years of experience in the marine and offshore industry.
- Significant experience in marine operations, fleet management, vessel assurance, or shore-based marine management.
- Strong knowledge of marine international rules and standards, including STCW, ISO, IMO, Flag State, and Port State requirements.
- Experience with audits, inspections, incident follow-up, contractor performance, reporting, budget inputs, and client service delivery.
Skills and Certifications
- Ability to manage 24/7 operations, coordinate stakeholders, resolve bottlenecks, and drive continuous improvement.
- Strong leadership, communication, negotiation, decision-making, analytical, reporting, and stakeholder management skills.
- Working knowledge of SAP, Ariba, Power BI, and Microsoft Office applications is preferred.
- Proficiency in English and ability to prepare operational reports, business cases, audit updates, and management presentations.
- ISM or ISO Internal Auditor certification is preferable.
- ISO 9001, ISO 45001, risk management, project management, HSE, or marine assurance certification is an advantage.
