The Manager, HR Compliance & Programs is responsible for developing, implementing, and maintaining compliant, scalable HR programs and practices for T&T Supermarket US Inc. This role plays a key role in localizing Canadian HR policies into U.S.-compliant frameworks and ensuring alignment with federal, state, and local employment laws.
This position operates with a high degree of independence and exercises discretion and independent judgment in interpreting employment laws, developing HR policies, and implementing compliance programs that impact business operations.
Working in close partnership with HR leadership, this role drives the development of U.S.-specific HR policies and programs, identifies compliance risks, and implements solutions to support a growing, multi-state retail environment.
Lead the review, localization, and implementation of Canadian HR policies and programs to ensure compliance with U.S. employment laws
Identify regulatory gaps and develop compliant HR policies, procedures, and programs to address U.S. requirements
Partner with HR leadership to design and implement U.S.-specific HR frameworks where no equivalent exists
Maintain and continuously improve employee handbooks and HR policy documentation
Evaluate policy effectiveness and recommend enhancements to support operational scalability
Interpret and apply federal, state, and local employment laws, including wage and hour, employee classification, and leave requirements
Monitor regulatory changes, determine and make necessary updates to HR policies and programs
Provide guidance to HR leadership and business stakeholders on compliance-related matters
Partner with external counsel and HR leadership on complex compliance issues

Lead or support HR compliance audits (e.g., I-9, wage & hour, policy adherence), including planning, execution, and reporting

Minimum of 7+ years of progressive Human Resources experience in California, including 3+ years at an exempt level, with a focus on HR compliance, programs, and process improvement.
Demonstrated ability to exercise discretion and independent judgment in interpreting employment laws, assessing compliance risks, and developing HR policies and programs that impact business operations.
Must be a detail-oriented, proactive, self-motivated self-starter with a strong sense of ownership and accountability, capable of independently identifying gaps, taking initiatives, driving assigned projects and process improvements, ensuring timely, high-quality, and compliant outcomes with minimal supervision.
Strong knowledge of U.S. federal and California state employment regulations, including wage and hour, employee classification, leave of absence laws, and workplace compliance, with the ability to translate regulatory requirements into practical HR policies and procedures.
Experience in driving policy development, process improvement, and leading or supporting HR audits.
Strong organizational, project management, and process improvement skills.
Excellent analytical, problem-solving, and organizational abilities.
Ability to multitask, meet deadlines, and work effectively in a fast-paced and rapidly growing organization.
Strong communication (verbal and written) and stakeholder management skills.
Ability and willingness to travel domestically and/or Canada as needed, including occasional overnight travel.
Willingness and ability to work overtime and weekends as needed based on business needs.
