Norconsult Telematics is seeking a Telecom Network Inventory SME to be based in Damascus, Syria. The role involves governing, maintaining, and optimizing network inventory repositories across all telecom domains.

Responsibilities
- Maintain accurate inventory records across all telecom technology domains, including fiber, fixed access, mobile, IP/MPLS, transmission, and data center networks.
- Manage inventory lifecycle processes covering planning, deployment, activation, upgrades, migrations, and decommissioning activities.
- Ensure accurate registration and management of network resources, including sites, racks, equipment, cards, ports, cables, fibers, circuits, logical resources, and services.
- Maintain network topology relationships, resource associations, and service to resource mappings within inventory systems.
- Ensure accurate representation of physical infrastructure, including fiber routes, ducts, manholes, chambers, cabinets, and associated OSP/ISP assets.
- Support network expansion, modernization, migration, and transformation programs by maintaining accurate inventory records and resource visibility.
- Coordinate inventory audits, field validation activities, and reconciliation exercises to ensure alignment between physical infrastructure and inventory repositories.
- Reconcile inventory records across Inventory Systems, GIS platforms, EMS/NMS systems, network elements, and asset repositories.
- Monitor and improve inventory data quality through audits, consistency checks, data cleansing, and corrective action plans.
- Implement inventory governance policies, standards, naming conventions, and data management controls.
- Support automated network discovery initiatives and validate discovered information against inventory repositories.
- Monitor resource utilization and capacity availability, supporting resource allocation, reservation, and capacity planning activities.
Requirements
- Bachelor's Degree in Telecommunications Engineering, Electrical Engineering, Computer Engineering, Information Technology, or a related discipline.
- Minimum 10 years of telecommunications experience, including at least 5 years in Network Inventory Management, OSS, Resource Management, Asset Management, or related telecom operations support functions.
- Strong understanding of telecom network architectures, including OSP/ISP, FTTH/GPON, Mobile Networks (2G/3G/4G/5G), IP/MPLS, DWDM, Transmission Networks, and Data Centers.
- Proven experience managing physical, logical, and service inventory repositories within telecom operator or large scale telecom infrastructure environments.
- Strong knowledge of inventory lifecycle management, resource modeling, topology management, service resource mapping, capacity management, inventory governance, and reconciliation processes.
- Hands on experience with Network Inventory Platforms, OSS solutions, GIS systems, EMS/NMS platforms, network discovery tools, and asset management systems.
- Experience conducting inventory audits, field validations, reconciliation activities, and data quality improvement initiatives.
- Good understanding of telecom industry frameworks and standards, including TM Forum SID, eTOM, and inventory management best practices.
- Experience supporting Planning, Engineering, Operations, Service Fulfillment, Assurance, and Capacity Management functions.
- Strong analytical, reporting, stakeholder management, problem solving, and documentation skills.
- Fluency in Arabic and English is required.

Position Objective
- The Telecom Network Inventory SME is responsible for governing, maintaining, auditing, and optimizing network inventory repositories to ensure the accuracy, completeness, and integrity of physical, logical, and service resource records across all network domains.
- The role supports network planning, engineering, deployment, operations, service fulfillment, assurance, asset management, and regulatory compliance by providing trusted inventory data and resource visibility.
- The SME leads inventory governance, reconciliation, data quality, and modernization initiatives while ensuring alignment between inventory systems and actual network infrastructure.
- The role acts as a key interface between Planning, Engineering, Operations, Service Delivery, Asset Management, GIS, OSS/BSS, vendors, and contractors.
