Implementation Officer

Context

Demand and Delivery is one of the workstreams of the ITS Transformation Programme .

We've heard consistent feedback across ITS: too much work is invisible, priorities feel unclear, and it's hard to know what's actually being delivered and when.

This workstream is about fixing that - building a clearer, joined-up way of managing how work comes in and how it gets done.

Refining the demand and intake process — a structured way for requests to come in, get triaged, and be assessed against clear criteria, so nothing gets lost or bypassed.

Backlog creation and refinement — turning demand into a well-managed backlog with clear ownership, prioritisation, and entry criteria for what's ready to be worked on.

A new delivery model — Agile ways of working with structured sprint and increment planning, so teams have a shared rhythm and priorities stay visible and aligned

Establishing delivery controls — capacity and velocity tracking, KPIs, and reporting, so we can make honest forecasts, track value, and stop over-committing

This isn't about adding process for its own sake. It's about giving teams and stakeholders confidence in what's being worked on, and why.

We have identified a need for an Implementation Officer on this work stream to focus mainly on the items outlined below, though there could be other activities, within the remit of the role, that are identified as the programme progresses.

Brief / Specification

Support the Senior Project Manager to run the Delivery Plan’s for transitioning operational teams to new delivery model. This will involve identifying, updating and reviewing tasks, following up with team leads on actions, adding new tasks, estimating timescales for completion of work, reporting on progress and running some meetings e.g. stand-ups/retros/planning/drop ins.

JIRA configuration - set up of boards, reporting, testing standards and config, trouble shooting, continuous improvement.

As member of Jira Product Team - Develop and refine standardised processes and methodologies for service design, ensuring consistency, efficiency, and compliance with best practices and standards.

Work with SMEs and stakeholders in ITS to design, amend and/or deliver a range of support, to maximise service quality, efficiency and continuity.

Work with the Jira Product Team, SME’s, the Test Team and stakeholders to ensure frameworks, processes and systems are fit for purpose.

Creation, collation and maintenance of training / supporting information and tools on Agile/new delivery method - publish to SharePoint, set up training / demos for teams. Actively support training / familiarisation when confident.

Supporting SPM in planning and implementing communications.

Support SPM in wider workstream (Demand and Delivery) activities as defined, similar to above.
