Job Overview

We are seeking an experienced HSSEQ Manager to lead Health, Safety, Security, Environment, and Quality across marine and shore-based operations in Qatar.

The role covers the Company’s Integrated Management System (IMS), marine safety, regulatory and client compliance, risk management, audits, incident investigation and continuous improvement.

Key Responsibilities

  • Lead the HSSEQ function across vessel and shore operations.
  • Maintain and continuously improve the Company’s IMS, policies and procedures.
  • Ensure compliance with ISO 9001/14001/45001, ISM, ISPS, MLC, SOLAS, MARPOL, Flag State, port and client requirements.
  • Lead risk assessments, HAZIDs, audits, inspections and incident investigations.
  • Manage HSSEQ training, emergency preparedness, KPIs and improvement initiatives.
  • Act as the key HSSEQ interface with clients, regulators and certification bodies.
  • Drive a strong and practical safety culture throughout the organization.

Mandatory Requirements

  • NEBOSH IGC or Diploma.
  • Minimum 5 years’ relevant HSSEQ experience, including 2+ years at managerial/senior supervisory level.
  • Seagoing experience as Master or Chief Mate (STCW II/2) within an offshore vessel and/or tug fleet.
  • ISO 9001/14001/45001 Internal or Lead Auditor qualification.
  • ISM/ISPS/MLC Internal Auditor and DPA/CSO training.
  • Kelvin TOP-SET or equivalent incident investigation training.
  • Strong knowledge of marine HSSEQ, vessel inspections, risk management and OVMSA.
  • Excellent English and ability to attend vessels/offshore locations at short notice.

Preferred

  • Experience in harbour towage, ASD tugs, OSVs, tanker-assist operations, and working with QatarEnergy or other major Middle East oil & gas operators.
  • CMIOSH, IOSH membership, MIIRSM or equivalent qualifications are advantageous.
