Role Overview

The HSE Engineer implements and monitors the Health, Safety, and Environmental Management System at construction project sites.

The role ensures compliance with safety plans, conducts inspections, reports non-conformances, coordinates safety meetings, and supports accident investigation, emergency preparedness, and safety training.

The position is stationed on site and reports HSE matters to the Senior HSE Officer and Project Manager.

Site Management

  • Monitor project personnel and subcontractor compliance with approved safety plans, procedures, method statements, and risk assessments.
  • Report non-conformances, corrective action reports, and safety violations to project and HSE management.
  • Assist with toolbox talk topics and chair internal site safety meetings with subcontractor representatives.
  • Close non-conformances and corrective actions arising from inspections and audits.
  • Conduct daily safety inspections against safe systems of work and permit-to-work requirements.
  • Investigate accidents and near-miss incidents and submit detailed reports within the stated reporting period.

Reporting and Coordination

  • Prepare daily safety inspection reports and provide them to the Project Manager and Senior HSE Officer.
  • Track actions from meeting minutes and escalate overdue HSE actions.
  • Review subcontractor weekly safety reports, scaffolding inspection reports, and lifting and machinery test certificates.
  • Coordinate with project management during emergency situations.
  • Provide on-the-job training materials for QHSE and asset management procedures.

Safety and Compliance

  • Attend project HSE coordination meetings, site safety meetings, and combined safety meetings.
  • Create safety awareness during toolbox talks about incidents, accidents, and situational hazards.
  • Monitor QHSE and asset management system implementation across work activities and areas.
  • Report incidents immediately and implement precautions to prevent recurrence.
  • Report management system performance and improvement recommendations to higher management.
  • Conduct quarterly HSE action plan analysis and departmental objectives reviews.

Qualifications and Experience

  • Bachelor's degree or diploma in engineering.
  • Level 3 or equivalent Occupational Health and Safety certification, or NEBOSH-IGC certification.
  • Zero to three years of experience in construction projects.
