Responsibilities
- Ensure efficient and high quality HR operations and service delivery to managers and employees in the UAE, Saudi Arabia and Oman
- Further professionalise and maintain HR operations in the UAE, while building and strengthening HR fundamentals in Saudi Arabia and Oman
- Manage day to day HR activities, including employment contracts, remuneration, benefits, and general HR administration
- Support the deployment and redeployment of staff to project sites, both within the Middle East and internationally
- Act as a trusted HR partner to local and regional management on HR operational, people and organisational topics
- Lead and support recruitment activities for the region, working closely with Global Talent Acquisition
- Oversee onboarding and offboarding processes, ensuring a consistent and high quality employee experience
- Manage employee relations matters and support managers with conflict resolution and case handling
- Translate global HR policies into workable local approaches and ensure compliance with local laws and regulations
- Play a key role in embedding organisational and business changes at country and regional level
- Work closely with global HR Centres of Expertise and HR Business Partners to address regional people priorities
- Support regional leadership in implementing Haskoning’s strategy, culture and values among employees in the Middle East
Requirements
- Proven experience (minimum 4–7 years) in a broad HR generalist or HR Country role, preferably in an international or multi country environment
- Strong knowledge of HR operations, employment practices and labour law in the Middle East
- Experience with international staff deployment, including visas, work permits and employment arrangements for project based work
- Excellent communication skills in English (written and verbal)
- Arabic is an advantage
- Experience working in a global, matrix organisation with international stakeholders

Role Overview
- Are you an experienced and hands on HR professional who enjoys building and professionalising HR operations in a growing international environment?
- Due to our growth ambitions in the Middle East, we are establishing the role of HR Country Manager Middle East, to support the continued expansion of Haskoning in the region.
- The countries in scope are UAE, Saudi Arabia, and Oman at different stages of HR maturity.
- You will be based in Dubai and act as the primary HR point of contact for the UAE, Saudi Arabia, and Oman.
What you will do as HR Country Manager Middle East
- Ensure efficient and high quality HR operations and service delivery to managers and employees in the UAE, Saudi Arabia and Oman, aligned with global HR frameworks and local labour legislation.
- Further professionalise and maintain HR operations in the UAE, while building and strengthening HR fundamentals in Saudi Arabia and Oman (e.g. HR employee handbooks, country specific policies, procedures and guidelines).
- Manage day to day HR activities, including employment contracts, remuneration, benefits, and general HR administration.
- Support the deployment and redeployment of staff to project sites, both within the Middle East and internationally, in close collaboration with Global Mobility and project teams.
- Act as a trusted HR partner to local and regional management on HR operational, people and organisational topics.
- Lead and support recruitment activities for the region, working closely with Global Talent Acquisition.
- Oversee onboarding and offboarding processes, ensuring a consistent and high quality employee experience.
- Manage employee relations matters and support managers with conflict resolution and case handling.

What you bring
- Proven experience (minimum 4–7 years) in a broad HR generalist or HR Country role, preferably in an international or multi country environment
