RAILBUS is seeking an organized and experienced HR & Administration Officer to manage day-to-day HR operations, recruitment, employee administration, and government procedures in Dubai.

Responsibilities
- Manage end to end recruitment process including publishing vacancies, screening, interviewing, and issuing offer letters
- Prepare employment contracts, maintain employee records, and track probation periods
- Process employment visas, renewals, cancellations, Emirates ID applications, and medical appointments through government portals
- Track annual leave, sick leave, attendance, and monitor contract expiry dates
- Coordinate employee health insurance enrollment and renewals
- Support general office administration and prepare HR reports
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field
- Minimum 3 years of HR experience in the UAE
- Strong knowledge of UAE Labour Law and HR best practices
- Experience handling employment visas, Emirates IDs, and government portals
- Excellent organizational and communication skills
- Proficient in Microsoft Office applications
- Excellent written and spoken English

The Role
- As the HR & Administration Officer, you will be responsible for managing the company's day to day human resources operations, recruitment processes, employee administration, and government related HR procedures.
Key Responsibilities
- Manage the end to end recruitment process.
- Publish vacancies on recruitment platforms.
- Screen and shortlist candidates.
- Coordinate and schedule interviews.
- Conduct initial HR interviews where appropriate.
- Communicate with candidates throughout the hiring process.
- Prepare and issue employment offer letters.
- Coordinate employee onboarding and orientation.
- Prepare employment contracts and related documentation.
- Maintain accurate employee records and HR files.
- Track probation periods and employment confirmations.
- Issue employment certificates and HR letters.
Government & Employee Services
- Manage employee applications through relevant UAE government and free zone online portals.
- Process employment visas, renewals, cancellations, Emirates ID applications, and medical appointments.
- Coordinate all employment related government documentation.
- Ensure compliance with UAE labour regulations and free zone requirements.
Leave & Employee Records
- Track annual leave, sick leave, and other employee absences.
- Maintain attendance records.
- Monitor employee contract expiry dates and visa renewals.
- Calculate end of service benefits and final settlements.
- Maintain confidential personnel records.
Employee Benefits
- Coordinate employee health insurance enrollment, renewals, additions, and cancellations.
- Assist employees with HR related requests and documentation.
General Administration
- Support general office administration related to HR.
- Prepare HR reports and employee statistics.
- Assist management with HR planning and workforce administration.
- Perform other HR and administrative duties as required.
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum 3 years of HR experience in the UAE.
- Strong knowledge of UAE Labour Law and HR best practices.
- Experience handling employment visas, Emirates IDs, and government portals.
- Experience working with Dubai Free Zones is preferred (Dubai Silicon Oasis experience is an advantage).
- Excellent organizational and communication skills.
- Strong attention to detail and ability to handle confidential information.
- Proficient in Microsoft Office applications.
- Excellent written and spoken English.
- Ability to work independently and manage multiple priorities.
