1. Procurement Centralization
- Establish and lead a central procurement function across all divisions
- Transition purchasing authority from divisions into a controlled central structure
- Define clear procurement governance model (what is centralized vs. what remains at division level)
2. Strategic Sourcing & Cost Control
- Identify and consolidate vendors across divisions
- Negotiate group-level agreements, bulk pricing, and framework contracts
- Deliver measurable cost savings and improved commercial terms
- Implement price benchmarking and cost analysis across all major categories
3. Procurement Policy & Process
- Develop and enforce procurement policies, SOPs, and approval matrices
- Standardize:
• Material Requests (MRs)
- Request for Quotations (RFQs)
• Purchase Orders (POs)
- Eliminate off-system and uncontrolled purchasing
4. Vendor Management
- Build and maintain a centralized vendor database
- Implement vendor prequalification, evaluation, and performance tracking
- Reduce supplier base to qualified, high-performance vendors only
5. Spend Visibility & Reporting
- Establish full visibility over procurement spend across all divisions
- Deliver monthly reporting on:
- Total spend by category
- Cost savings achieved
- Vendor performance
- Identify leakage, duplication, and inefficiencies
6. Team Structure & Capability Building
- Assess current procurement teams within divisions
- Restructure into a central + divisional support model
- Train and upskill existing staff where applicable
- Recruit additional roles if required (e.g., senior buyer)
