About the Role
Kintec Global Recruitment seeks a Barge Foreman for offshore construction work in Dubai. The role involves supervising all deck operations on a barge, ensuring safe and efficient execution of underwater pipeline laying, riser installation, and structure installation.

Responsibilities
- Responsible for all offshore construction work performed by the barge and control of activities engaged in laying underwater pipelines, risers, and installation of jacket, decks, and related structures
- Ensure that all deck operations on the barge are carried out safely and efficiently
- Supervise all personnel on deck and ensure work is carried out as per plan and high quality work is delivered
- Supervise maintenance of the barge, including conducting timely repairs and upgrades; coordinate with Chief Engineer/Chief Mechanic on equipment functionality
- Establish or adjust work procedures to meet production schedules using knowledge of capacities of machines and equipment
- Ensure safety for all operations; attend toolbox talks and participate in risk assessment reviews; ensure implementation of risk assessment outcomes
- Ensure implementation of approved installation procedures and revise procedures if required with concurrence of Barge Superintendent/Field Engineer
- Monitor work of subcontractors personnel and equipment; provide feedback on utilization and performance
- Report and review cases of accidents, incidents and near misses for investigation and further action
- Oversee deck operations and review work of other foremen and supervisors to ensure operational and client specific requirements are met
- Ensure compliance with section and company policies, Code of Conduct, and HSE standards
Requirements
- Minimum 12 years of relevant experience on offshore construction barges (jack up and floating barges) in the oil and gas industry
- Secondary School Certificate with a discipline specific technical qualification, or equivalent
- Able to write and communicate in English; strong communication skills including ability to write brief reports
- Knowledge and understanding of offshore construction industry practices for installation, marine operations and HSE
- Knowledgeable in all aspects of offshore operations
- Strong experience in managing crane operations, lifting operations and rigging works
- Knowledgeable of HSE management systems, environmental awareness, hazardous material awareness and handling of waste
- Proven supervisory skills
- Good organizational and people management skills
- Committed team player with ability to motivate people
- Keen eye for detail

Job Purpose
- Responsible for all offshore construction work to be performed by the barge and control of activities engaged in laying underwater pipelines, risers, and installation of jacket, decks, and related structures.
- Ensures that all deck operations on the barge are carried out safely and efficiently.
Principal Accountabilities
- Report to Barge Superintendent / Assistant Barge Superintendent / Field Engineer for all matters of construction works and progress of the job.
- Supervise all personnel on deck and ensure that work is carried out as per plan and that high quality work is delivered.
- Supervise maintenance of the barge, including conducting timely repairs and upgrades. Coordinate with the Chief Engineer / Chief Mechanic on equipment functionality and operational status.
- Establish or adjust work procedures to meet production schedules, using knowledge of capacities of machines and equipment.
- Ensure safety for all operations performed by the barge. Attend toolbox talks with the barge crew and participate in all risk assessment reviews. Ensure implementation of the risk assessment outcomes.
- Ensure implementation of approved installation procedures and revise procedures, if required, with the concurrence of the Barge Superintendent / Field Engineer.
- Monitor the work of subcontractors personnel and equipment and work closely with them to offer necessary support as required. Provide feedback on their utilization and performance to the Barge Superintendent and Field Engineer.
- Report and review cases of accidents, incidents and near misses with colleagues for investigation and further action.
- Oversee deck operations and review the work of other foremen and supervisors to ensure that all operational and client specific requirements for safe installation are met.
- Ensure compliance with section and company policies and procedures, Policy of Integrity and Code of Conduct, and HSE standards.
Educational Qualifications and Certifications
- Secondary School Certificate with a discipline specific technical qualification, or equivalent.
