Financial Operations Director - Government Services | Saudi Arabia

Role Overview

Key Accountabilities

• Lead day-to-day financial operations and ensure accuracy, efficiency, compliance, and policy alignment.
• Develop cash flow forecasts, liquidity plans, and cash management strategies.
• Oversee bank accounts, banking relationships, reconciliations, payments, and financial disbursements.
• Manage domestic and international transfers and cross-border payment compliance.
• Oversee foreign exchange operations, currency conversions, exchange rate mechanisms, and multi-currency transactions.
• Optimize banking and payment processes for secure, timely, and cost-effective transactions.
• Maintain financial policies, procedures, and internal controls aligned with best practices.
• Prepare financial reports, statements, and analysis with recommendations for senior management.
• Drive financial operations improvement and automation.
• Lead ERP, financial technology, reporting tool, and digital solution implementation.
• Manage regulatory, policy, audit, financial, and operational risk controls.
• Lead and develop the financial operations team.

Required Qualifications

• Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
• At least 12 years of experience in finance, treasury, financial operations, or a related field.
• Senior management leadership experience in financial operations, treasury, finance, or banking.
• Experience in cash management, forecasting, liquidity management, and banking operations.
• Experience with international transfers and cross-border payment operations.
• Advanced knowledge of foreign exchange and multi-currency transactions.
• Knowledge of banking relationships, payment mechanisms, reconciliations, and disbursements.
• Knowledge of financial governance, internal controls, and international best practices.
• Experience with ERP, financial systems, reporting tools, and financial analytics platforms.
• Strong financial analysis, reporting, leadership, stakeholder management, communication, and problem-solving skills.

Preferred Qualification

• SOCPA, CMA, ACCA, or an equivalent professional certification is highly preferred.
• Experience in a multi-country, multinational, financial services, payments, or complex financial environment is highly preferred.

• The role includes ERP systems, financial technologies, FinTech solutions, reporting tools, financial analytics, treasury, banking, payments, foreign exchange, and financial controls.
