Salary Range: $105,000 - $135,000

Knowesisis seeking an Execution Management Activity (EMA) Program Manager to provide subject matter expertise and project management support for post-award execution of extramural research awards, and support select pre-award activities.

This role supports the DHA Deputy Assistant Director – Science & Technology (DAD-S&T) programs, helping ensure compliance, timely processing, and accurate tracking of program outcomes.

The government retains all approval, negotiation, and decision authority.

The Program Manager must stay flexible to adapt to emerging priorities that may shift program alignment or task focus.

The Program Manager coordinates closely with the broader EMA team but does not serve in a team lead capacity.

The Job Duties and Responsibilities include but are not limited to the following:

  • Support government-led pre-award reviews for extramural award mechanisms, including preparing analysis and briefing materials that inform government negotiations.
  • Review technical reports and summarize technical progress, financial health, risks, and scientific findings for the government.
  • Prepare draft award modification documentation reflecting technical performance and funding changes, ensuring awards remain compliant and aligned with programmatic priorities.
  • Review invoices for accuracy and compliance, recommending approval to the government per contract terms.
  • Track outcomes and outputs across the extramural award portfolio.
  • Conduct compliance reviews of research proposals and recommend final determinations to the government.
  • Analyze cost, schedule, and performance against approved plans, and alert decision makers when course corrections or resourcing changes may be needed.
  • As assigned, support development of Broad Agency Announcement General Application Instructions and solicitation templates, and support preparation of funding notification letters, for government issuance.
  • Serve as the primary technical point of contact for funded investigators, answering questions on technical progress and helping them navigate contractual requirements, while referring change requests to the government for decision.
  • Engage other program stakeholders, as needed, to share technical updates and gather input for the government's consideration on program changes.

Required Qualifications

  • Master's degree in life sciences, biomedical sciences, public health, or a related scientific field.
  • Minimum of 3 years of experience in federal contract or grant execution management, including post-award administrative support.
  • Demonstrated experience preparing modification documentation, reviewing technical reports, and reviewing invoices for government approval.
  • Experience conducting compliance reviews of research proposals.
  • Strong analytical skills, with the ability to track cost, schedule, and performance metrics and report on program status.

Preferred Qualifications

  • 5 years of federal award management experience.
  • Direct experience supporting Department of Defense extramural research award administration, including CDMRP or DHA S&T programs.
  • Familiarity with Other Transaction Authority (OTA) and/or Broad Agency Announcement (BAA) proposal requirements.
  • Familiarity with the Electronic Grants System.
