Purpose and Communication
Coordinate cost estimation resource plans and support implementation of shipyard strategies.
Coordinate with Business Development to meet customer expectations and communicate with management, employees, corporate functions, suppliers, subcontractors, regulators, and client representatives.
Ensure services received comply with job requirements, shipyard standards, and applicable rules.
Core Responsibilities
- Review RFQ and tender documents and clarify technical or commercial queries with clients.
- Coordinate departmental and corporate inputs for resource plans, estimates, tenders, and proposals.
- Obtain material and specialist subcontractor cost estimates.
- Prepare technical and commercial tenders and cost estimates for O&G, EPC, offshore, onshore, shutdown, manpower supply, and fabrication projects.
- Develop detailed scopes of work and prepare proposals based on client specifications.
- Submit approved proposals and tenders to clients through Business Development.
Cost and Invoice Management
- Monitor approved job progress against estimated timeframes and budgeted costs.
- Visit work sites for follow-up and prepare additional quotations, variation orders, or invoices when required.
- Prepare daily cost updates for clients and shipyard management on major projects.
- Prepare draft invoices showing quoted prices, booked costs, and incurred costs for approval.
- Discuss draft invoices with customer representatives and obtain approvals.
- Finalize invoices and settlement memoranda and submit invoices for payment.
Education and Experience
- Bachelor's degree in Engineering is required; mechanical or electrical engineering is preferred.
- Minimum 3-5 years of similar estimation and invoicing experience in a reputable fabrication or shipbuilding yard is required.
- Middle East experience is preferred.
Systems and Functional Knowledge
- Proficiency in MS Excel, Microsoft Office applications, Oracle, SAP, and web applications.
- Strong knowledge of estimation and invoicing practices and techniques.
- Research skills, analytical thinking, and strong knowledge of ship repair activities.
Health, Safety, and Environment
- Follow agreed safe systems of work, training, and instructions, and report accidents, incidents, and near misses.
- Stop work when the work is considered unsafe.
Administrative Duties
Maintain quotation, invoice, project or work-order, and contracts registers.
Perform other duties assigned by the Manager-Commercial and VP-Shipyard.
