Nature of Work

  • Environmental Resources Program Manager 1 at West Virginia Department of Environmental Protection, Division of Mining and Reclamation.
  • Office Location: 1159 Nick Rahall Greenway, Fayetteville, WV 25840.
  • Employee will be assigned to the Hydrologic Protection Unit, Coal Related NPDES Permitting Section (Article 11).

Duties

  • Under Administrative Direction, performs professional work at the managerial level supervising a staff.
  • Plan, organize, implement, monitor and control activities to ensure efficient and economical operation.
  • Coordinate activities with other divisions, offices and entities to promote cooperation and common goals.
  • Apply scientific principles and knowledge of federal and state regulations as it relates to NPDES and 401 Certification.
  • Foster an environment of customer service.
  • Communicate with industry, consultants, agency personnel, other regulatory agencies, and the public.
  • Chair meetings with WVDEP staff and company officials/consultants on NPDES related issues.
  • Attend conferences, Pre inspections and public hearings when necessary.

Minimum Qualifications

  • Training: Master's Degree from an accredited college or university.
  • Substitution: Additional experience may substitute for training at a rate of one year for every 15 semester hours of graduate training or 30 semester hours of undergraduate training.
  • Experience: Four years of full time or equivalent part time paid experience related to the specialty area.

Notes

  • Employee may be required to perform physical reviews of NPDES permit applications.
  • Applicants must have good written and oral communication skills.
  • Computer skills, including use of databases, are necessary.
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will complete an internet based profile assessment.
  • Recommended candidate will be subject to a search of Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • New employees involved with DEP programs subject to SMRCA must file a Statement of Employment and Financial Interest (OSM 23) annually.
