Role Overview

Provide strategic and operational leadership for security command, control, communications, intelligence, technology, incident coordination, and commercial delivery.

Connect people, processes, technology, data, and contracted services into one operating model for daily operations, major events, emergencies, and elevated security postures.

Ensure the District Security Operations Centre operates as the central hub for situational awareness, coordination, information management, and escalation.

Security Strategy and Transformation

  • Develop and review the long-term security strategy, target operating model, and capability roadmap.
  • Define scalable, resilient, commercially sustainable workforce and sourcing models aligned with operational demand.
  • Support the transition from development activity to steady-state city operations.

Command and DSOC Operations

  • Define command levels, decision rights, escalation routes, roles, and interfaces with operational teams.
  • Oversee DSOC staffing, procedures, shift governance, briefings, logs, incident coordination, and reporting.
  • Ensure security information is collected, validated, analysed, and disseminated across relevant stakeholders.

Systems and Technology Integration

  • Integrate CCTV, access control, alarms, communications, incident management, analytics, and other technologies into DSOC workflows.
  • Establish readiness, maintenance, resilience, fallback, and recovery requirements for command-and-control technologies.

Incident and Event Readiness

  • Maintain command structures, duty arrangements, contact protocols, incident rooms, and supporting documentation.
  • Coordinate command, communications, reporting, and contractor interfaces for major events, VIP/VVIP activity, and heightened security postures.
  • Plan and oversee tabletop and live exercises covering escalation, continuity, communications, and cross-functional coordination.

Contracts and Commercial Governance

  • Govern security contracts through performance cadence, KPI and SLA assurance, change control, risk, compliance, and executive reporting.
  • Own the commercial framework for outsourced security services and ensure delivery models remain scalable and cost-effective.
  • Direct supplier performance reviews, non-conformance management, recovery plans, and escalation.

Qualifications and Experience

  • Bachelor’s degree and a recognized qualification in security, risk, emergency management, business, operations, technology, or a related discipline are required.
  • A Master’s degree and ASIS CPP, CSMP, or equivalent senior security certification are preferred.
  • Extensive leadership experience in security operations, command and control, systems integration, incident management, or a related environment is required.
  • Experience with a control room, command centre, SOC, GSOC, DSOC, or comparable multi-system coordination environment is required.
  • Valid driving licence accepted for on-site driving in Saudi Arabia is required.
