Responsibilities

Manage and supervise all flight operations activities
Manage safety and security risks to flight operations
Ensure flight operations are conducted in accordance with AOC conditions, GACA regulations, and Jazeera Airways standards
Develop, maintain, and ensure currency of the Flight Operations Manual system (A, B, C, D) and OpSpecs
Allocate resources for aircraft operations and control human resources
Implement an effective Standardization system and determine Standard Operating Practices
Organize inspection flights to check crew standards and establish improvements
Initiate, approve, administer, and monitor a cost effective Flight Operations department annual budget
Oversee interviewing, hiring, training, performance appraisal, and disciplinary actions
Ensure occurrence reporting system is implemented and analyze incident/accident reports
Liaise with local Civil Aviation Authorities on flight operations matters

Requirements

Hold an airline transport pilot (ATP) license
At least 3 years’ supervisory or managerial experience within the last 6 years in a position that exercised operational control over operations similar to GACAR Part 121
For first time DFO: at least 3 years’ experience within the past 6 years as PIC of an aircraft operated under GACAR Part 121; for previous DFO: at least 3 years’ experience as PIC of an aircraft operated under GACAR Part 121
Knowledge of regulations, AOC, operations specifications, and safety/security standards
Advanced Safety Management System (SMS) and Human factors (HF) training

Role Overview

Jazeera Airways is seeking a highly experienced and dynamic Director of Flight Operations to lead the Flight Operations function for its new venture in the Kingdom of Saudi Arabia.
The Director of Flight Operations (DFO) is a post holder acceptable to GACA, and has responsibility to the Accountable Manager for ensuring management and supervision of all flight operations activities, management of safety and security risks, and compliance with AOC conditions and regulations.
The DFO plays a critical, strategic role during the startup of the AOC project, acting as the primary Nominated Person for flight operations responsible for creating the safe and legal foundation for the company.

Key Responsibilities

The safe and efficient operation of the company’s aircraft, flight crew, cabin crew and the operations control centre.
The development, maintenance and currency of the company Flight Operations Manual system; owner of Operations Manual (A, B, C, D) and OpSpecs.
Ensure allocation of resources necessary for aircraft operations and control of human resources.
Accountable for elements of operational safety and security related to flight operations.
Implement effective Standardization system and determine Standard Operating Practices.
Organize inspection flights to check crew standards and establish improvements.
Initiate, approve, administer and monitor a cost effective Flight Operations department annual budget.
Plan and implement required changes in flight operations organization, including management personnel and crew members.
Oversee interviewing, hiring, training, performance appraisal, rewarding and disciplining employees.
Ensure occurrence reporting system is implemented and analyze incident/accident reports.
Investigate and report on incidents/accidents and make recommendations.
Liaise with local Civil Aviation Authorities on flight operations matters and sign GACA correspondence.

Qualifications and Requirements

Hold an airline transport pilot (ATP) license.
At least 3 years’ supervisory or managerial experience within the last 6 years in a position that exercised operational control over operations similar to GACAR Part 121.
For first time DFO: at least 3 years’ experience within the past 6 years as PIC of an aircraft operated under GACAR Part 121; for previous DFO: at least 3 years’ experience as PIC of an aircraft operated under GACAR Part 121.
Knowledge of regulations, AOC, operations specifications, and safety/security standards.
Good analytical skill.
Interpersonal, communications and supervising skill with ability to liaise effectively.
Basic knowledge of incident/accident investigation concepts.
Having Advanced Safety Management System (SMS) and Human factors (HF) training.
