Responsibilities

Manage and supervise all flight operations activities
Manage safety and security risks to flight operations
Ensure flight operations comply with AOC conditions, GACA regulations, and company standards
Design operational procedures, hire key personnel, oversee aircraft introduction, and secure regulatory approval during startup
Develop, maintain, and ensure currency of the Flight Operations Manual system
Allocate resources for aircraft operations and control human resources
Implement standardization system and determine Standard Operating Practices
Organize inspection flights to check crew standards and establish improvements
Initiate, approve, administer, and monitor the Flight Operations department annual budget
Oversee interviewing, hiring, training, performance appraisal, and discipline of employees
Ensure occurrence reporting system is implemented and investigate incidents/accidents
Liaise with local Civil Aviation Authorities on flight operations matters

Requirements

Hold an airline transport pilot (ATP) license
At least 3 years’ supervisory or managerial experience within the last 6 years in a position that exercised operational control over operations similar to those conducted under GACAR Part 121
For first time DFO: at least 3 years’ experience within the past 6 years as PIC of an aircraft operated under GACAR Part 121
For previous DFO: at least 3 years’ experience as PIC of an aircraft operated under GACAR Part 121
Knowledge of regulations, AOC, operations specifications, and safety standards
Good analytical, interpersonal, communication, and supervisory skills
Basic knowledge of incident/accident investigation concepts
Advanced Safety Management System (SMS) and Human factors (HF) training

Role Overview

Jazeera Airways is seeking a highly experienced and dynamic Director of Flight Operations to lead the Flight Operations function for its new venture in the Kingdom of Saudi Arabia.
The Director of Flight Operations (DFO) is a post holder acceptable to GACA, responsible to the Accountable Manager for ensuring management and supervision of all flight operations activities, management of safety and security risks, and compliance with AOC conditions and regulations.
The DFO plays a critical, strategic role during the startup of the AOC project, acting as the primary Nominated Person for flight operations.

Responsibilities

Safe and efficient operation of the company’s aircraft, flight crew, cabin crew and the operations control centre.
Development, maintenance and currency of the company Flight Operations Manual system; owner of Operations Manual (A, B, C, D) and OpSpecs.
Allocation of resources necessary for aircraft operations and control of human resources.
Accountable for elements of operational safety and security related to flight operations.
Implementation of an effective Standardization system and determination of Standard Operating Practices.
Organization of inspection flights to check crew standards and establish improvements.
Initiation, approval, administration and monitoring of a cost effective Flight Operations department annual budget.
Planning and implementing required changes in flight operations organization, including management personnel and crew members.
Overseeing interviewing, hiring, training, performance appraisal, rewarding, disciplining, and resolving problems.
Ensuring occurrence reporting system is implemented for feedback and assessment of incidents.
Investigating and reporting on incidents/accidents and making recommendations to preclude recurrence.
Liaising with local Civil Aviation Authorities on flight operations matters and signing GACA correspondence and Operations Specifications.

Qualifications and Requirements

Hold an airline transport pilot (ATP) license.
At least 3 years’ supervisory or managerial experience within the last 6 years in a position exercising operational control over operations similar to GACAR Part 121.
For first time DFO: at least 3 years’ experience within the past 6 years as PIC of an aircraft operated under GACAR Part 121.

Knowledge of regulations, AOC, operations specifications, and safety standards.
Good analytical skill.
Interpersonal, communications and supervising skill with ability to liaise effectively at all levels.
