Assignment Overview
ICBA seeks proposals from qualified consultants or firms to develop a comprehensive program database and integrated management information system.
The assignment addresses disconnected databases, manual data collection, difficult access and analysis, and the lack of an organizational meta-database.
The work may cover Phase I database development and deployment and Phase II integrated system development and deployment.
Scope of Work
- Design or customize a future web-enabled program activity database system.
- Plan the future integration of the program meta-database with existing databases and systems into an integrated management information system.
- Propose an organizational meta-database and master-data management strategy.
- Recommend data-collection practices that ensure accuracy and legitimate data.
- Develop secure data-handling, analysis, sharing, and cross-research data-mining procedures.
- Develop weekly reporting and data-extraction protocols.
- Recommend web-based database and archive approaches with data-security measures.
Detailed Deliverables
- Prepare a report on ICBA’s existing databases and systems.
- Develop a written plan for the meta-database and database system, including data-uploading and cleaning procedures.
- Define database platforms, data and metadata standards, quality controls, storage, preservation, security, privacy, access, processing, transfer, and sharing procedures.
- Clean, edit, capture, and upload existing data and provide a piloted cleaning and uploading program.
- Provide training for relevant staff to use and maintain the developed database system.
- Develop a standard operating procedures manual covering data entry, data cleaning, and data security.
Required Capability
- The assignment requires a qualified consultant or firm with the capability to deliver the stated database strategy, development, migration, security, documentation, and training scope.
Duration
- ICBA will provide a completion timeframe, while the consultant or firm is expected to propose a plausible duration aligned with the scope and methodology.

ICBA is an international agricultural research center whose scientists collect genomic, phenomic, and environmental data to support research across Central Asia, the Middle East, North Africa, and Sub-Saharan Africa.
