Role Overview

The Cost Estimation Lead supports a major oil and gas project in Qatar.

The role coordinates classified and unclassified cost estimates, estimate confidence packages, and cost estimating plans to improve project cost predictability and delivery.

Work Arrangement

  • The position is a long-term contract role based onshore in Doha, Qatar.
  • The schedule is six days per week, eight to ten hours per day, with a rotation of twelve weeks on and two weeks off.

Cost Estimation

  • Prepare classified and unclassified cost estimates during EPC project phases.
  • Develop and maintain estimation cost breakdown structures and work breakdown structures.
  • Review contractor change proposals and prepare internal cost estimates.
  • Develop benchmarking measures and reporting systems for estimating performance.

Quantity Take-Offs

  • Perform quantity take-offs from civil, structural, and piping drawings.
  • Perform quantity take-offs from electrical single-line diagrams and P&IDs.
  • Coordinate cost and schedule estimate development with project teams.

Project Controls and Improvement

  • Implement and steward project controls, estimating processes, and systems.
  • Conduct cost estimating workshops and briefing sessions.
  • Support lessons learned and continuous improvement initiatives.
  • Interface with stakeholders to resolve estimating-related issues.

Education and Experience

  • Bachelor’s degree in an engineering, business, accounting, project management, supply chain, mathematics, statistics, sciences, law, communication, technology, or related discipline.
  • At least eight years of professional experience in a related business function.
  • At least four years of oil and gas industry experience.
  • At least one year of supervisory, acting leadership, or contractor oversight experience.

Technical and Business Skills

  • Strong knowledge of cost estimating methodologies and tools.
  • Experience with EPC projects and WBS/CBS structures.
  • Ability to prepare material quantity take-offs from engineering drawings.
  • Proficiency in Microsoft Excel, Word, PowerPoint, and intermediate-level Power BI.
  • Strong communication, presentation, planning, organization, negotiation, and stakeholder management abilities.
