AECOM is seeking a Cost Controller for our Baltimore, MD office to support B&P Tunnel Replacement (BPTR) Program, among other project opportunities available at AECOM.
AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line.
The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program.
The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.
The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
The ideal candidate will be a detail-oriented and analytical Cost Controls / Project Controls professional with strong experience in budget management, cost forecasting, financial analysis, and contract administration within large-scale capital, infrastructure, transportation, or construction projects with a solid understanding of project cost control principles, including budgeting, commitments, actuals, accruals, contingency management, forecasting, and change management.
The responsibilities for this position include but are not limited to:
+ Perform cost controls activities relating to budget, actual cost, commitments, forecasting ETC/EAC and budget changes.
+ Manage and ensure accuracy of package and project level budgets and contingency, and any changes related to both.
+ Manage and ensure accuracy of package and project level actual costs and accruals monthly.
+ Manage and ensure accuracy of package and project level forecasts monthly.
+ Manage and analyze cost data to identify trends and potential impacts.
+ Measure and analyze package progress and forecast in conjunction with the scheduling team including time-phasing budgets and forecasts.
+ Support change management process by collecting cost impacts for potential changes.
+ Support change management process by working with estimating team to ensure all cost impacts are captured.
+ Support the package by identifying cost-saving opportunities and mitigating financial risks in coordination with the risk management team.
+ Review contractor invoices for contract compliance with financial clauses including expenses and rates.
+ Support the Commercial Manager/Contract Administrator with impacts of changes to contracts and purchase orders, invoice reviews, and accruals validation.

+ Support the monthly reporting process by leading Cost Reporting at the Package-level including developing and presenting variance analysis.
+ Maintain the cost control system and follow cost management procedures.
+ Perform cost control activities within the Project Management Information System (PMIS) Control Module.
+ Coordinate with the Commercial team to maintain alignment between the PMIS Cost Controls and Contracts modules.
+ Support the Program Budget Manager, Commercial Managers, Contract Admins, Project Managers, Project Directors, and Client Finance Group in collecting and reporting on budgets, commitments, accruals, actuals, and forecast costs.
+ Participate in project meetings and communicate budget issues, trends, and risks to management.
+ Collaborate with project controls, finance, and accounting teams to support forecasting, accruals, and budget reconciliation activities.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $95000 to $155000.
