Pre Contract Responsibilities

  • Review the Instructions to Tender documents and highlight potential risks to Management.
  • Review the Tender Conditions of Contract documents and amend as necessary to ensure compliance with Company policy, UAE Federal Law, and industry best practices.
  • Review the Bill of Quantities (BoQ), list of drawings, and scope of works; coordinate with internal departments.
  • Review insurance documents, bonds, and other deliverables; liaise with relevant parties.
  • Review Health, Safety & Environment (HSE) and Quality Control (QC) requirements.
  • Lead contractual correspondence with clients on behalf of the Company.
  • Review and countersign the Contract Agreements.

Post Contract Management

  • Explain contractual risks, clauses, obligations, and penalties to Project Managers and other departments.
  • Prepare contractual correspondence, review incoming letters, and draft or formalise outgoing correspondence.
  • Advise top management on contractual clauses and coordinate responses.
  • Issue pre legal letters prior to initiating any legal actions.
  • Attend meetings with the clients and contractors.
  • Advise the Estimation Department periodically to amend contractual strategies.

Managing Payment Collections and Cashflow

  • Update billing logs and arrange weekly meetings to discuss collection targets.
  • Liaise with Finance, collection officers, Project Managers, and top management.
  • Arrange weekly review meetings to plan actions for non recoverable funds.
  • Follow up on commercial invoices, Letters of Credit, and Notice of Assignments.
  • Manage cashflow and anticipated targets according to management requirements.
  • Oversee overall process and maintain good relationship with clients.

Subcontract Management

  • Issue Subcontract to the Subcontractors.
  • Review subcontractor billing for all projects and prepare Payment Certificates.
  • Arrange meetings with subcontractors concerning payments, certifications, and final accounts.
  • Review subcontractor contractual deliverables and arrange amendments if required.
  • Maintain good relationships with Subcontractors and suppliers.

Higher Management Reporting

  • Attend weekly internal management meetings and report to management related to billing, certifications, Payment and Contractual status, actions and improvements required.
