Overview

  • The incumbent is responsible for developing the Authority wide corporate communication and stakeholder engagement system.
  • The position will promote, foster, and support collaboration and communication between the Authority's corporate stakeholders.
  • The position helps develop and implement stakeholder engagement and partnership initiatives.
  • Mentor and train stakeholder engagement team members.

Your role

  • Lead the development and execution of a comprehensive communication strategy for Ashghal's key strategic initiatives, including MMC and Construction Technology Transformation.
  • Formulate and manage communication governance frameworks.
  • Design and implement change management strategies.
  • Collaborate with internal departments, external partners, and governmental entities.
  • Drive strategic stakeholder engagement initiatives.
  • Build and maintain relationships with key stakeholders.
  • Research, write, edit, and manage development of high quality communication materials.
  • Develop, implement, and communicate strategies and key messages.
  • Ensure internal and external communications are fully integrated.
  • Organize and manage communication workshops and stakeholder forums.
  • Coordinate conferences, international forums, and knowledge sharing events.
  • Produce comprehensive performance reports.

About You

  • University degree from a recognised university in an appropriate field.
  • Chartered status or Professional License from internationally recognized professional institutions or organizations.
  • Minimum of 25 years postgraduate experience with experience in major infrastructure projects or programmes, 10 years in similar position, and 5 years in Qatar and / or the Gulf region.
  • Advanced written and verbal communication skills in Arabic and English.
  • Experience in communication management in public sector building and infrastructure projects.
  • Experience in developing organisational communication strategies, policies, plans, processes, procedures and standard practices.
  • Experience in conducting communication assessment studies, analysis and developing appropriate solutions.
  • Proven experience in dealing with Government Authorities and Utility Service Providers.
  • Experience of Qatari Authorities.

  • A proven record in delivering significant engagement programmes within a public sector setting.
  • Deep understanding of the organizational context, stakeholder expectations and external trends.
  • Ability to align communication objectives with organizational strategy and business outcomes.
  • Acting as a trusted advisor and thought partner for senior executives.
  • Understanding media relations, crisis communication, digital platforms, and content production.
  • A strategic planning approach.
  • Able to build and maintain business relationships and partnerships.
  • Highly developed written and verbal communication skills.
