Chief Information Officer (CIO) – Internet Company (Russian Speaker)

A fast-scaling internet business in Dubai is hiring a CIO to lead technology strategy, delivery, and operational excellence across a high-availability, customer-facing digital platform.

This is a senior leadership role for a hands-on technology executive who can balance speed and scale with security, reliability, and governance.

You will own the end-to-end technology function, including infrastructure, cloud, cybersecurity, enterprise systems, data, and engineering operations, ensuring the platform remains resilient, performant, and ready for growth.

You’ll set the technology roadmap aligned to business priorities, lead and develop multi-disciplinary teams, and build a strong operating cadence across delivery, incident management, vendor management, and cost control.

You’ll partner closely with Product, Commercial, and Finance to translate growth targets into scalable architecture, clear prioritisation, and measurable outcomes, while strengthening risk management, compliance, and business continuity.

We’re looking for a proven CIO/Head of Technology with experience in internet-scale environments, ideally in consumer platforms, marketplaces, fintech, or high-transaction digital businesses.

You should have strong cloud and modern architecture exposure, a clear track record improving uptime and delivery performance, and the ability to build teams and systems that scale.

You’ll be comfortable with executive-level stakeholder management, leading through ambiguity, and making pragmatic decisions that protect the customer experience and the business.

Russian language fluency is required for this role due to stakeholder and team communication needs.

Desired: deep experience with cloud platforms, cybersecurity and risk governance, high-availability systems, and data-driven operational management (SLAs, SLOs, incident response, and post-mortems).

Strong vendor and budget ownership is important, as is experience modernising legacy systems and implementing scalable processes without slowing the business down.

A proven CIO/Head of Technology with strong experience in high-availability, customer-facing internet platforms, ideally within fast-scaling consumer digital businesses, marketplaces, fintech, or other high-transaction environments.

Russian fluency is required to work effectively with key stakeholders and internal teams.

You should bring deep exposure to modern cloud architecture, infrastructure and engineering operations, cybersecurity and risk governance, and data-driven service management, with a clear track record improving reliability, performance, and delivery cadence.

We’re looking for someone who can lead and develop multi-disciplinary teams, own budgets and vendor strategy, and implement scalable governance, incident response, and continuity processes without slowing down growth.

Experience modernising legacy environments and building pragmatic, secure, scalable systems in a rapid-growth setting is strongly preferred.
