Technical Delivery Responsibilities

• Lead technical delivery for consumer credit, wallet-linked, and commercial card programs across the KSA market.
• Coordinate BIN setup, ICA assignment, CMS integration, processor connectivity, and payment scheme certification.
• Enable principal membership, coordinate membership documentation, and support regulatory submissions to SAMA.
• Oversee card design, personalisation, production, fulfilment, and digital provisioning.
• Launch digital wallets and tokenisation services, including Apple Pay, Google Pay, xPay, and MDES.
• Configure 3DS authentication and validate end-to-end digital provisioning flows.
• Lead MIP testing, parametrisation, package configuration, SIT, UAT, performance testing, and security testing.
• Manage authorisation, authentication, dispute configuration, production incidents, stabilisation, and operational handover.
• Coordinate processors, personalisation bureaus, and client product, technology, and compliance teams.
• Maintain governance reporting and track launch readiness, milestones, defects, wallet provisioning, and stakeholder satisfaction.

Mandatory Requirements

• Hands-on end-to-end technical implementation experience across consumer and commercial card programs, including credit and wallet or prepaid products.
• Direct experience with principal membership setup and ICA enablement with a major card scheme.
• Processor integration experience and knowledge of a tier-one issuer processor.
• Knowledge of the SAMA regulatory framework for card issuance and consumer finance licensing.
• Fluent English and immediate availability or availability within a 30-day notice period.
• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
• At least 10 years of experience in payments technology, card issuing or processing, and technical implementation program management.
• Experience delivering card product launches across multiple markets, preferably including GCC or MENA markets.
• Knowledge of card management systems, issuer processing, and the lifecycle from issuance through authorisation, clearing, settlement, and disputes.
• Knowledge of ISO messaging, BIN management, personalisation, tokenisation, 3DS, digital wallets, PCI-DSS, APIs, certification environments, and cloud-native architectures.

Preferred Qualifications and Tools

• Understanding of Shariah-compliant financial products is a plus.
• Experience with fintech or BNPL companies is highly desirable.
• Exposure to greenfield card program launches is preferred.
• Experience with JIRA, Confluence, MS Project, or equivalent project management tools is relevant.
• Experience with Payment MIP, scheme simulators, Postman, SoapUI, or equivalent testing tools is relevant.
• PMP, PRINCE2, payment certification, and Arabic proficiency are preferred but not mandatory.
