About the Role
NeoStats seeks a Card Product Manager for a 12-month contract in Dubai to lead the launch of a prepaid card product for a UAE bank. You will own the end-to-end product lifecycle from regulatory readiness to post-launch optimization.

Responsibilities
- Drive all prepaid card launch workstreams including regulatory submissions, BIN setup, scheme onboarding, card profiling, KYC/AML flow design, limit configuration, testing, and go live readiness
- Define prepaid card customer value proposition (features, pricing, rewards, digital wallet integration) aligned with platform's user base and client's retail strategy
- Monitor portfolio performance across activation rates, average load/spend, revenue per active card, churn, and fraud; manage prepaid card P&L
- Serve as central product contact across technology, operations, risk, finance, marketing, and platform teams, as well as external scheme partners and processors
- Prepare monthly performance dashboards and insight packs for senior stakeholders; support steering committees
- Own end to end prepaid card product lifecycle from CVP design through ongoing optimization
- Design and execute customer acquisition and activation strategies across digital and branch channels
- Continuously enhance prepaid CVP based on customer feedback, competitor benchmarking, and performance analytics
Requirements
- Full lifecycle experience of prepaid card product management from ideation to optimization
- Understanding of card issuing operations: settlement, scheme pricing, card profiling, limit management, fraud/chargeback
- Knowledge of digital wallet integration (Apple Pay, Google Pay, Samsung Pay) and tokenization
- Experience with customer segmentation, CVP design, and rewards/loyalty program mechanics
- UAE/GCC retail banking or fintech experience, particularly prepaid, debit, or digital payment products
- Familiarity with UAE Central Bank regulations for prepaid card issuance and stored value facilities
- 6 8 years in card product management, prepaid/digital payments, or fintech with at least 3 years focused on card issuing or prepaid product lifecycle in UAE/GCC
- Professional proficiency in English

- Client is launching a digital wallet based on prepaid card product under its consumer payment platform.
- Role will own end to end product lifecycle of new prepaid card from regulatory readiness through post launch optimization.

Responsibilities
- Product Launch Execution (~40%): Drive all prepaid card launch workstreams including regulatory submissions, BIN setup, scheme onboarding, card profiling, KYC/AML flow design, limit configuration, testing, and go live readiness.
- CVP Design & Commercialization (~25%): Define prepaid card customer value proposition (features, pricing, rewards, digital wallet integration).
- Portfolio Management & P&L Oversight (~20%): Monitor portfolio performance and manage prepaid card P&L.
- Cross Functional Coordination (~10%): Serve as central product contact across teams and external partners.
- Reporting & Governance (~5%): Prepare monthly performance dashboards and insight packs for senior stakeholders.
- Own end to end prepaid card product lifecycle from CVP design through ongoing optimization.
- Translate agreed CVP into clear business requirements, product features, pricing models, and servicing models.
- Design and execute customer acquisition and activation strategies across digital and branch channels.
- Manage prepaid card portfolio performance and P&L, monitoring KPIs and recommending data driven actions.
- Continuously enhance prepaid CVP based on customer feedback, competitor benchmarking, and performance analytics.
- Coordinate with scheme partners on pricing, mandates, certifications, and compliance activities.
- Act as product owner in squad to provide requirement inputs and represent business.
Requirements
- Full lifecycle experience of prepaid card product management ideation, regulatory approval, CVP design, BIN setup, scheme onboarding, launch, scaling, and optimization.
- Understanding of card issuing operations: settlement, scheme pricing, card profiling, limit management, and fraud/chargeback processes.
- Knowledge of digital wallet integration (Apple Pay, Google Pay, Samsung Pay) and tokenization.
- Experience with customer segmentation, CVP design, and rewards/loyalty program mechanics.
- UAE/GCC retail banking or fintech particularly prepaid, debit, or digital payment products.
- Familiarity with UAE Central Bank regulations for prepaid card issuance and stored value facilities.
- Exposure to education technology (EdTech) or consumer payment platforms is a plus.
- Tools: Card management platforms (TSYS Prime, PowerCARD, Way4, Marqeta, etc.), fraud management tools, data analytics tools (SQL, Power BI, Tableau), product management tools (Jira, Confluence), scheme portals.
- Soft skills: Strong stakeholder management, excellent communication and presentation skills, analytical mindset, self starter.
- Preferred certifications: CPP, Agile/Scrum (CSPO, SAFe Product Owner), PMP/PRINCE2.
- Mandatory: Prepaid card product launch experience end to end; UAE/GCC market experience in card issuing or digital payments; portfolio analytics; scheme coordination; professional proficiency in English; 6 8 years in card product management with at least 3 years focused on card issuing or prepaid pr
