The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced and highly motivated individual to join our team as a Bureau Chief. The Bureau Chief is responsible for providing leadership, coordination, and oversight for DBME support functions including, but not limited to, Quality Control, Policy, Legislative support, and Systems. The position will also be responsible for establishing and maintaining standards for quality, productivity, consistency, timeliness, and regulatory compliance across assigned functions. This position is also responsible for managing quality enhancing projects related to the delivery of program services in DBME. These responsibilities include participating in strategic discussions with the DBME AD, Deputy AD, and Administrators to establish procedures for program efficiency and effectiveness; and executing decisions and implementing changes as needed. Plan, evaluate, coordinate, monitor, and direct all resources to ensure staff meets timeliness, quality, and productivity goals and objectives across assigned functions; establish performance goals and objectives, and develop and continually review performance measurements. Oversee staff assignments and evaluate performance; work with support teams to resolve personnel and operational issues/complaints. Work with various stakeholders on complex and sensitive actions; plan, organize and manage support programs, practices and procedures to ensure uniform interpretation, application, and implementation according to state and federal laws, rules, and regulations; develop and review operating procedures for support functions; develop, implement, manage and evaluate strategies to meet the department and division's mission and values; work with appropriate parties regarding specific budgetary and fiscal planning and management; work with operations managers to resolve operational issues/complaints; work with other Program Managers to integrate program services; meet regularly with community groups, organizations, and other internal/external partners to coordinate services; build, support and strengthen community relationships with community partners and other organizations.

This position may be available for remote work within Arizona (3 days per week in the office/hoteling). Essential Duties and Responsibilities include but are not limited to:
Oversee the development, prioritization, and execution of division initiatives and projects, ensuring alignment with agency priorities, federal and state requirements, operational needs, and performance expectations.
Provide strategic direction and facilitate collaboration among Quality Control, Policy Support Administration, Legislative Services, Systems, program leadership, other business units, and other stakeholders to identify issues, remove barriers, improve processes, and strengthen program outcomes.
Provide executive-level analysis, recommendations, and status reporting.
Monitor performance measures, work products, risks, deliverables, and project milestones.
Ensure that support team activities are coordinated across SNAP, TANF, and Medicaid programs and that changes in federal or state requirements are effectively translated into operational policies, procedures, training, systems, and business processes.
Identify opportunities for improvement, hold functional areas accountable for achieving quality and productivity expectations, and ensure division priorities are effectively communicated and delivered across the organization.
Other duties as assigned as related to the position.
Knowledge of:
Research and analysis methods, requirement gathering, feasibility reviews, Impact Analysis, business application process modeling, flowchart processes, quality assurance, and testing.
Policies, procedures, programs (SNAP, TANF, and MA), system applications (AZTECS, HEAPlus, OnBase, etc.), Microsoft Office (Word, Excel,
PowerPoint, etc.), and Google software.
Project management concepts, principles, and practices.
Skills in:
Problem and negotiation skills to resolve issues.
Organizational and time management skills with attention to detail.
Excellent listening, interpersonal, verbal, and written communication skills.
Ability to:
Work at least 40 hours per week and maintain satisfactory attendance and punctuality standards.
Work independently or collaboratively with minimal supervision.
Identify opportunities for use of solutions to improve efficiency and adapt to changing technologies.
The ideal candidate for this position will have:
A combination of education, training, and experience in administration or professional experience that equals a minimum of three years.
Demonstrated experience in management of complex programs that require expertise, analytical thinking, and strategic planning.
