Associate Director, Program Management (Abu Dhabi)

Role overview

Workplace and travel

• This is an onsite role based in Abu Dhabi, United Arab Emirates.
• The successful candidate must be willing and able to travel internationally and domestically.

Program execution

• Support management, oversight, and execution of project activities to meet contract, customer, and internal requirements on time and within budget.
• Maintain effective risk management, production, quality assurance, budget, and schedule controls.
• Maintain programmatic and performance management policies, plans, controls, procedures, and tools.
• Plan budgets, scope, milestones, deliverables, and integrated master schedules with stakeholders.
• Maintain plans and schedules, report progress, identify potential problems, and support delivery of commitments.
• Manage risk and opportunity review boards and mitigation plans.

Cost, reporting, and business development

• Perform cost account management for cost and schedule, including Earned Value Management, variance analysis, risk management, and external reporting.
• Develop customer reporting for eligible offset credits, coordinate objective evidence, and raise credit claims.
• Support capture, bid, and proposal efforts and liaise with Raytheon mission areas and functional groups.
• Lead specified business development activities involving tenders, proposals, information requests, expressions of interest, and unsolicited offers.
• Drive continuous-improvement projects and support collaborative sharing of best practices.

Required qualifications

• A bachelor’s degree and at least 12 years of relevant experience, or an advanced degree in a related field and at least 10 years of experience.
• Experience leading complex program or project teams that may include external organizations and embedded functional teams.
• Experience with Earned Value Management, gate reviews, Estimates at Completion, and Project Management Reviews.
• Experience with proposal strategy, project planning, budgeting, and cost and schedule tracking.
• Experience with geographically dispersed suppliers and multiple time zones.
