Role Overview
- Lead the City Technology PMO responsible for portfolio governance, delivery assurance, demand intake, stage gate control, and operational readiness across all IT and OT technology towers within QIC City Technology.
Key Responsibilities
- Implement and maintain Delivery & Handover Governance standards for City Technology programs.
- Maintain an integrated view of City Technology delivery progress across towers and suppliers.
- Govern and enforce delivery stage gates including design completion, testing, documentation, and operational readiness.
- Own RAID governance standards across all City Technology delivery programs.
- Produce standardized delivery reporting packs including schedule health, risk exposure, and milestone achievement.
- Ensure vendors comply with City Technology Delivery & Handover Governance requirements.
- Ensure delivery programs comply with corporate technology governance, architecture, and cybersecurity gating requirements.
Qualifications
- Experience in PMO leadership for large scale technology programs.
- Knowledge of IT/OT technology towers including applications, platforms, OT, physical security, ICT, and cybersecurity.
- Strong understanding of stage gate governance and delivery assurance.
- Excellent stakeholder management and communication skills.
Success Measures (KPIs)
- % of City Technology programs compliant with Delivery & Handover Governance reporting cadence.
- Stage gate compliance rate (% passing with complete evidence).
- Delivery risk closure rate (RAID actions completed on time).
- Reduction in handover defects and incidents caused by poor delivery transition.
